Amends the Use Tax Act and the Retailers' Occupation Tax Act. Extends the manufacturing and assembling machinery and equipment exemption from June 30, 2008 to June 30, 2013. Effective immediately.

Creates the Arts District Act. Sets forth procedures for the designation by the Illinois Arts Council of Illinois Arts Districts within downtowns of municipalities in the State. Provides for the exemption of use and occupation taxes for works of art that are used or sold within an Illinois Arts District. Provides an income tax deduction for working artists who live and work in an Illinois Arts District. Requires the Illinois Arts Council to submit an annual report to the Governor and General Assembly. Amends the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to make corresponding changes. Effective immediately.
Makes supplemental appropriations for the Department of Transportation.
Designates the month of September 2008 as Prostate Cancer Awareness Month in the State of Illinois and states that it is Illinois government's responsibility to take various actions concerning prostate cancer.
Amends the Illinois Clean Indoor Air Act. Adds several definitions to the Act. Makes changes to the definition of "public place" and "smoking". Deletes a provision allowing smoking in public places in cases where an entire room or hall is used for a private social function. Provides that the prohibition against smoking in public places shall not apply in certain circumstances. Provides that a proprietor of a bar or tavern may establish a secondary free-standing facility where smoking is permitted if certain conditions are satisfied. Provides that beginning July 1, 2008, smoking is prohibited within 15 feet of any entrance of a public place. Deletes a provision allowing elected and appointed officials of the State and of any unit of local government and of any school district, or their designees, having control over property of the State or of a unit of local government or of a school district that includes a public place, and the proprietor or a structure that includes a public place to establish an area on the premises as a smoking area. Provides that the proprietor of a restaurant, bar, or tavern may establish an area on the premises as a smoking area where smoking shall be permitted unless otherwise prohibited by law or ordinance, until July 1, 2008, at which time the restaurant, bar, or tavern must comply with other sections of the Act. Effective immediately.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.
Amends the Property Tax Code. Makes a technical change in a Section concerning extensions of periods of redemption.
Amends the Toll Highway Act. Limits the liability of a commercial entity that is the lessor of a vehicle under a written lease agreement if the lessor provides a copy of the leasing agreement to the Toll Highway Authority within 60 days (instead of 21 days) of the issue date on the notice of violation. Effective immediately.
Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Provides that any condition or impairment of health of a firefighter, emergency medical technician, or paramedic that results directly or indirectly from any bloodborne pathogen, lung or respiratory disease or condition, heart or vascular disease or condition, hypertension, tuberculosis, or cancer resulting in any disability to the employee shall be conclusively presumed to arise out of and in the course of the employee's employment and shall be conclusively presumed to be causally connected to the hazards or exposures of the employment. Provides that the presumption shall also apply to any hernia or hearing loss suffered by a firefighter, emergency medical technician, or paramedic. Provides that the presumption does not apply to an employee who has been a firefighter, emergency medical technician, or paramedic for less than 5 years at the time he or she files an Application for Adjustment of Claim concerning the condition or impairment.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
