Amends the Illinois Public Aid Code. Provides that medical services provided under the medical assistance program may include dental services provided by an individual licensed to practice dentistry or dental surgery and that "dental services" means diagnostic, preventive, or corrective procedures provided by or under the supervision of a dentist in the practice of his or her profession. Provides that dental services for persons who are participating in education, training, or employment programs operated by the Department of Human Services shall be provided by or under the supervision of a dentist (instead of providing that such dental services shall include but not be limited to prosthodontics).

Creates the Parents and Community Accountability Study Committee to examine issues related to racial and socioeconomic disparities affecting the pro-social development of children and youth, to identify ways to engage more parents in being accountable for the actions of their children, and to identify ways to engage more communities in being accountable for investing in pro-social development of children and families.
Honors CommunityHealth for its more than fifteen years of dedicated service to meeting the needs of the uninsured in Illinois and directs the Departments of Public Health, with the cooperation of Healthcare and Family Services and Human Services, to identify public-private collaborative opportunities with CommunityHealth to continue its mission and to report to the Governor and the General Assembly.
Urges the U.S. Environmental Protection Agency to work with compact fluorescent lamp manufacturers, retailers, utilities, and state and local governments to expand opportunities to recycle compact fluorescent lamps. Urges the Federal Trade Commission to strengthen its labeling requirements for compact fluorescent lamp packaging.
Proclaims May 20, 2009 as the Second Annual Phi Beta Sigma and Zeta Phi Beta Day in the State of Illinois.
