Appropriates $250,000 from the General Revenue Fund to the Department of Public Health for the purpose of awarding grants to dentists who are participating in the Departments Dental Loan Repayment Program. Effective July 1, 2009.

Amends the Illinois Public Aid Code. In provisions concerning child care co-payments, provides that the amount of a family's co-payment shall not exceed the sum of certain percentages of the family's countable income, based on the relationship of that income to the federal poverty level. Provides that a family with countable income below 50% of the federal poverty level shall have a co-payment of $1 per week. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall establish, promote, and maintain an information program concerning bladder cancer in firefighters in order to encourage firefighters to secure medical care for malignant conditions caused by occupational exposure to hazardous materials. Provides that the program shall be conducted in the City of Chicago, one suburban county selected by the Department, and one downstate county selected by the Department. Provides that the Department may designate and may enter into contracts with providers of health care and bladder cancer testing materials for the purpose of creating screening programs. Effective immediately.
Extends the reporting date for the Parents and Community Accountability Study Committee to before December 31, 2010 (rather than before June 30, 2010).
Amends the Use of Credit Information in Personal Insurance Act. In the provision concerning scope, includes non-commercial farm owners insurance policies and personal umbrella policies to the definition of "personal insurance". Makes changes in the provision concerning definitions. Makes changes in the provision concerning the use of credit information. Provides that an insurer authorized to do business in this State shall use credit information only for the purpose of initially underwriting a consumer. Provides that an insurer authorized to do business in this State that uses credit information to underwrite risks (instead of underwrite or rate risks) shall not take an adverse action against a consumer based on credit information unless and until certain requirements are met. Provides that an insurer must file language in its underwriting guidelines acknowledging the requirement to review and consider extraordinary life events. Provides that an insurer shall re-underwrite the consumer within 30 days if it is determined through any dispute resolution process (instead of the dispute resolution process set forth in the federal Fair Credit Reporting Act) that the credit information of a consumer was incorrect. Provides that scoring models filed by third parties are considered as filed by insurers and subject to the requirements of the Act. Provides that any insurer that used credit information or insurance scores for rating purposes prior to the effective date of the Act must file with the Director for approval an acceptable plan for removing use of credit information or insurance scores for rating purposes. Makes other changes. Effective immediately.
Requests that the Chicago Public Schools allocate 2,100 seats to Youth Connection Charter School over a seven-year period in order to address the immediate and urgent need to help as many young adults as possible achieve an education.
Appropriates $1,300,000 from the General Revenue Fund to the Department of Public Health to provide funding to address the problem of access to asthma treatment in minority populations by continuation of existing service and by establishing a mobile pilot program to treat children with asthma. Effective July 1, 2009.
Creates the Commission to End Hunger Act. Provides that because it is the goal of the State that no man, woman, or child should ever be faced with hunger, the General Assembly authorizes the Department of Human Services to create the Commission to End Hunger. Provides that the purpose of the Commission shall be to develop an action plan every 2 years, review the progress of this plan, and ensure cross-collaboration among government entities and community partners toward the goal of ending hunger in Illinois. Further provides that the key duties of the Commission shall include identifying all funding sources which can be used toward ending hunger; identifying barriers to access, and developing sustainable polices and programs to address those barriers; and promoting and facilitating public-private partnerships. Provides that the Commission shall be composed of no more than 21 voting members, including 15 public members representing various community and public service organizations, who shall be appointed by the Governor and shall reflect the racial, gender, and geographic diversity of the State. Provides that the Secretary of Human Services, the State Superintendent of Education, the Director of Healthcare and Family Services, the Director of Children and Family Services, the Director of Aging, and the Director of Agriculture shall serve as ex-officio members of the Commission, and that subject to appropriation, the Office of the Governor and the Department of Human Services shall provide administrative support. Contains provisions on commission meetings and reporting requirements. Effective immediately.

Amends the Community Association Manager Licensing and Disciplinary Act. Provides that in determining the moral character of an applicant for licensure, the Department of Financial and Professional Regulation may take into consideration whether the applicant has engaged in conduct or activities that would constitute grounds for discipline under this Act. Provides that conviction of crimes (now, "other than felonies") may be used in determining moral character, but shall not constitute an absolute bar to licensure. Contains a non-acceleration clause. Effective July 1, 2010.
