Amends the Illinois Power Agency Act. Requires the Illinois Power Agency to update its response presented in the report titled "Potential Nuclear Power Plant Closings in Illinois". Also requires the Agency to update, in conjunction with the Illinois Commerce Commission, the Illinois Environmental Protection Agency, and the Illinois Department of Commerce and Economic Opportunity, the report's findings regarding potential market-based solutions that will ensure the premature closure of these nuclear power plants does not occur and that the dire consequence to the economy, jobs, and the environment are averted. Provides that this provision is repealed on June 30, 2017. Effective immediately.
Amends the Arthritis Prevention, Control, and Cure Act. Makes a technical change in a Section concerning the short title.
Creates the Mental Health Prison Diversion Commission Act. Creates the Mental Health Prison Diversion Commission. Provides that the Commission shall gather information, review studies, and identify areas of best practice with respect to how the criminal justice system should handle persons with mental illness or intellectual and developmental disabilities who have committed a crime, and take other steps necessary to make written findings and recommendations to the General Assembly on or before February 1, 2016. Provides that in carrying out its function, the Commission, may, as appropriate, make inquiries, studies, investigations, hold hearings, and receive comments from the public. Provides that the Commission may consult with outside experts in order to perform its duties, including, but not limited to, experts in the private sector, organized labor, government agencies, and at institutions of higher education. Provides that members of the Commission shall serve without compensation but may, subject to appropriation, receive reimbursement for necessary travel and expenses. Provides that in addition to the report, the Commission shall provide to the General Assembly its recommendations in the form of legislation. Provides that the Legislative Reference Bureau shall provide drafting assistance to the Commission. Provides that the Act is repealed on February 15, 2016. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the short title.
Amends the Illinois Act on the Aging, the Children and Family Services Act, the Department of Human Services Act, the Illinois Public Aid Code, and the Community Services Act. Requires the Department on Aging, the Department of Children and Family Services, the Department of Human Services, and the Department of Healthcare and Family Services to annually recalculate rates and reimbursements paid to providers or vendors that do business with or are under contract with the Departments. Provides that when recalculating rate and reimbursement methodologies, the Departments shall account for (i) mandated increases in the State minimum wage rate; and (ii) any increased payroll taxes required of providers or vendors contracting with the Departments. Provides that the Departments must fully fund recalculated rate and reimbursement methodologies.

Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Criminal Code of 2012. Provides that any person who assumes the responsibility of managing the financial affairs of an elderly person who is a resident of a facility licensed under the Nursing Home Care Act or person with a disability who is a resident of a facility licensed under the Nursing Home Care Act commits financial exploitation of an elderly person or person with a disability if that person misappropriates the funds of the elderly person or person with a disability and fails to pay for the facility care of the elderly person or person with a disability. Provides that evidence of misappropriating funds and failure to pay for the care of an elderly or disabled person may include proof that the facility has sent to the person who has assumed responsibility of managing the financial affairs of an elderly person or person with a disability, by certified mail with confirmation receipt requested, notification of failure to pay facility care expenses incurred by the elderly person or person with a disability.
Creates the Grand Jury Review Task Force.
