Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the Chicago Board of Education shall levy a property tax annually at a rate that will produce an amount equal to the amount of member contributions to the Fund during the fiscal year 2 years prior to the year for which the tax is levied, subject to a maximum rate of .78%. Provides that the Board of Education shall use the proceeds of the tax for the purpose of making employer contributions to the Chicago Teachers' Pension Fund. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. Removes a provision requiring the Department of Children and Family Services to inform a school employee who is the subject of a child abuse or neglect investigation that the school employee has the right to confront the accuser, if the accuser is 14 years of age or older, or the right to review the specific allegations which gave rise to the investigation, and the right to review all materials and evidence that have been submitted to the Department in support of the allegation.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Endorses the mission of "Day to Take on Hate" on April 19, 2016 and to protect all of Illinois' residents, families, and communities no matter their faith, nationality, or ethnicity, and that we are proud to stand with all Americans, regardless of their ethnicity or faith against those who preach hate and incite violence. Declares April 19, 2016 as "Illinois Muslim Action Day" in the State of Illinois.
Amends the Illinois Veteran, Youth, and Young Adult Conservation Jobs Act. Creates the Illinois Young Adult Recreation Corps for the purpose of making grants to local sponsors to provide wages to young adults operating and instructing in conservation or recreational programs. Provides that local sponsors who can provide necessary facilities, materials, and management for conservation or recreational activities within the community may apply to the Department of Natural Resources for a grant under the Act for the purpose of hiring managing supervisors and eligible young adults for conservation or recreational programs. Provides that the Illinois Young Adult Recreation Corps shall be limited to citizens of this State who, at the time of enrollment, are unemployed, are 18 through 25 years of age, and who have skills that can be used in the conservation or recreational program. Provides that the Department shall adopt reasonable rules pertaining to the administration of the Illinois Young Adult Recreation Corps. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the earned income tax credit.
Creates the Control Device Use by Law Enforcement Act. Provides that law enforcement agencies must equip each of its patrol vehicles with an electronic control device (such as a stun gun or taser), or non-lethal control device, to assist with the apprehension of suspects that are less likely to cause great bodily harm to the suspect, officer, or general public, on or before July 1, 2017. Provides that Crisis Intervention Training shall be mandated for all law enforcement officers by January 1, 2018. Provides that the Illinois Law Enforcement Training Standards Board shall include Crisis Intervention Training and training on the proper use of electronic control devices for initial minimum training requirements for law enforcement officers by January 1, 2017. Amends the State Finance Act to create the Law Enforcement Control Device Fund for grants to law enforcement for purchasing control devices. Makes other conforming changes. Effective September 1, 2016.
Amends the Right to Privacy in the Workplace Act. Makes a technical change in a Section concerning prohibited inquiries.
Amends the Public Community College Act. Provides for the election (instead of appointment) of members of the Board of Trustees of Community College District No. 508 (City Colleges of Chicago). Effective immediately.
