Amends the Counties Code. Requires that a county board create a uniform application process for all appointed county positions. Defines "appointed county position" as a position on a board or commission authorized or created by State law or county ordinance or resolution to which the county board, one or more members of the county board, the county board chairperson, or any combination of those persons or entities, has the authority to make the appointment. Provides that, if a county maintains an Internet website, then the county must create and maintain on that website a centralized, searchable database, freely accessible to the public, of information concerning appointed county positions. Sets forth the requirements for the database. Provides that if a county does not maintain an Internet website, then the county must publish the information in a newspaper of general circulation within the county. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Compensation Review Act. Terminates the terms of the 12 current members of the Compensation Review Board and provides for appointment of 10 new members by the State executive branch constitutional officers (other than the Lieutenant Governor), the legislative leaders, and the Auditor General (now, appointed by the legislative leaders). Specifies additional qualifications for members and their terms. In recommending compensation, requires that the Board consider the current automatic cost-of-living adjustment. Requires that the Board evaluate all compensation factors openly at its public hearings and include its recommendations in its minutes. Requires that the Board maintain an official website and specifies its contents. Requires that the Board prepare and file a separate report with respect to each of the 3 branches of State government (now, the Board prepares and files one report). Provides that a Compensation Review Board report is effective if approved in whole or reduced by a resolution adopted by the General Assembly (now, effective unless disapproved in whole or reduced by a resolution adopted by the General Assembly). Removes an obsolete reference to the period for disapproval of the Board's initial report. Makes other changes. Effective immediately.
Amends the Open Meetings Act, the State Officials and Employees Ethics Act, the Illinois Facilities Planning Act, the Hospital Basic Services Preservation Act, the Illinois State Auditing Act, the Alternative Health Care Delivery Act, the Assisted Living and Shared Housing Act, the Emergency Medical Services (EMS) Systems Act, the Health Care Worker Self-Referral Act, the Illinois Public Aid Code, and the Older Adult Services Act. Changes the name of the Health Facilities Planning Board to the "Health Facilities and Services Review Board". Changes the repeal date to July 1, 2010 (now, the repeal date is July 1, 2009).
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for school districts that (i) do not otherwise have a debt service extension base, (ii) were organized after October 1, 1991 as a result of the consolidation of not less than 3 school districts, at least one of which provided education to not less than 150 dependents of United States military personnel at the time of the consolidation, and (iii) provide education to not less than 150 dependents of United States military personnel at some time during calendar year 2009, "debt service extension base" means an amount equal to that portion of the extensions for the 1994 levy year constituting extensions for payment of principal and interest on bonds issued without referendum (but not including excluded non-referendum bonds) by the school districts that consolidated to form the new school district.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Airport Authorities Act. Makes a technical change in a Section concerning the petition to set forth a tax rate.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section creating the civil administrative agencies.
Creates the Educational Electronic Waste Act. Contains only a short title.
Amends the Illinois Health Facilities Planning Act. Makes a technical change to a Section concerning the purpose of the Act.
Amends the Counties Code. Authorizes a county to establish an affordable housing trust fund. Defines an "affordable housing trust fund". Provides that any county that establishes an affordable housing trust fund may provide by ordinance or resolution for a surcharge on the recordation of any "real estate-related document" for the purpose of funding the trust fund. Provides for the collection of the surcharge. Effective immediately.
