Appropriates $162,150,000 from the General Revenue Fund to the Department of Human Services for certain purposes, including: the Adult and Children's Home-Based Support Services Program and CILAs; individuals on the PUNS database; community services infrastructure; a $1.00 per hour wage increase for direct care staff serving individuals with developmental disabilities; Mobile Crisis and Assessment Teams for Individuals with Developmental Disabilities; nursing services in CILAs; a rate adjustment for behavioral health crisis and intervention services in CILAs; and Quality Management Training and Implementation. Effective July 1, 2009.

Amends the Regional Transportation Authority Act. Provides for the appointment of a Commuter Rail Inspector General for a 5-year term for the purpose of detection, deterrence, and prevention of fraud, corruption, and mismanagement in the Commuter Rail Division (METRA). Contains provisions concerning appointment, terms, vacancies, qualifications, jurisdiction, duties, rulemaking authority, budget, and reporting requirements of the Commuter Rail Inspector General. Requires that the Commuter Rail Board appoint an ethics officer for the Commuter Rail Division. Amends the Whistleblower Act. Provides that "employer" includes the Office of the Commuter Rail Inspector General. Effective immediately.

Amends the Illinois Plumbing License Law. Provides that, if a unit of local government regulates reclaimed water systems, then those reclaimed water systems must meet specific requirements. Effective immediately.
Amends the Public Community College Act. Allows a board of trustees of a community college district to enter into an agreement with an employer concerning an arrangement to provide new jobs training program services, including (1) new jobs training; (2) adult basic education and job-related instruction; (3) vocational and skill-assessment services and testing; (4) training facilities, equipment, materials, and supplies; and (5) on-the-job training. Requires the agreement to provide for program costs that may be paid from property taxes, tuition, student fees, or special charges. Allows the board to borrow money and issue and sell certificates payable from a sufficient portion of the future receipts of payments authorized by the agreement to provide funds for the present payment of the costs of a new jobs training program. Provides that the board shall, by resolution, provide for the assessment of an annual levy of a standby tax upon all taxable property within the community college district to further secure the payment of the certificates.
Amends the Use Tax Act. Makes a technical change in a Section concerning exemptions.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning State grants to the Cook County Health and Hospitals System.

Contains provisions concerning appointment, terms, vacancies, removal, qualifications, jurisdiction, duties, rulemaking authority, budget, and reporting requirements of the Commuter Rail Inspector General.
