Amends the Illinois Vehicle Code. Provides that, for each violation of a provision of the Code or a local ordinance recorded by an automated traffic law enforcement system, the county or municipality having jurisdiction shall issue a written notice of the violation to the registered owner of the vehicle who shall be liable for the violation unless otherwise provided. Provides that the notice shall be delivered to the registered vehicle owner within 30 days after the municipality or county confirms the identity of the owner of the vehicle (rather than 30 days after the Secretary of State notifies the municipality or county of the identity of the owner of the vehicle), but in no event later than 90 days after the violation. Provides that there shall be a rebuttable presumption that a school bus was stopped for the purpose of receiving or discharging pupils and the visual signals were in operation on the school bus when recorded images produced by an automated traffic law enforcement system show: (1) an activated stop signal arm; and (2) an electronic indicator indicating activation of school bus visual signals. Provides that the motor vehicle owner is subject to a mandatory civil penalty of $300 (rather than a penalty not exceeding $150) for a first time violation or $1,000 (rather than a penalty not exceeding $500) for a second or subsequent violation. Provides that the compensation paid for an automated traffic law enforcement system may not be based exclusively on the number of traffic citations issued or the revenue generated by the system. Provides that the driver of a vehicle upon a highway divided by a raised median or physical barrier (rather than a highway having 4 or more lanes which permits at least 2 lanes of traffic to travel in opposite directions) need not stop such vehicle upon meeting a school bus which is stopped in the opposing roadway across the divided highway.
Amends the Property Tax Code. Provides that the exemption for charitable purposes applies to organizations that are exempt under specified provisions of the Internal Revenue Code.
Amends the Illinois Vehicle Code. Provides that using an electronic communication device includes recording a video, holding a device in one's hand or lap, composing, sending, or reading any text-based communication, or browsing the Internet. Provides that a person is presumed to be in use of an electronic communication device while driving if the electronic communication device is observed in the person's hand while the vehicle is in motion or stopped in traffic. Changes the penalties for the use of an electronic communication device while driving to: for a first offense, a fine not to exceed $250 (instead of $75); for a second offense, a fine not to exceed $500 (instead of $100) and the person must complete a Distracted Driving Safety Course; and for a third or subsequent offense, a fine not to exceed $750 (instead of $125) and a suspension of the person's driver's license for a period of not less than 3 months and not more than 6 months. Includes exceptions for a public transit or commercial driver using a digital dispatch device within the scope of employment and a driver using the phone for a brief, specific purpose while the vehicle is fully and completely stopped at a red light, as long as the purpose is achieved and the electronic communication device use ceases before the light turns green. Requires that the exception for a driver using an electronic communication device in hands-free or voice-operated mode must be 18 or older. Authorizes a municipality to establish an automated distracted driving enforcement program. Provides for the implementation of a distracted driving awareness campaign. Makes other changes. Effective January 1, 2027.
Amends the Civil Administrative Code of Illinois. Provides that, no later than January 1, 2027, the Secretary of State shall develop standards concerning the collection of personal identification information on forms used by the public to conduct business with the State. Provides that, no later than January 1, 2028, each State agency shall make changes to all forms prescribed by that State agency for use by the public to conform to the standards developed by the Secretary of State. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that all surplus funds in the special tax allocation fund shall be distributed as soon as possible after they are calculated (rather than distributed annually within 180 days after the close of the municipality's fiscal year).
Amends the University of Illinois Hospital Act and Hospital Licensing Act. Provides that a hospital shall ensure that all employees of the hospital have a panic button attached to their staff identification card. Effective July 1, 2025.
Amends the Condominium Property Act. Requires the Condominium and Common Interest Community Ombudsperson to act as the mediator or arbitrator for any mediation or arbitration done under the Act.
