CIV PRO-ATTACHMNT-CONVICT

Amends the Code of Civil Procedure. Authorizes an attachment against the property of a debtor who has been referred by the Department of Corrections to the Attorney General (instead of who is a defendant in a suit brought by the Attorney General) in connection with the reimbursement of the Department for the expenses of the debtor's incarceration.

VEH CD-LEFT LANE USAGE

Amends the Illinois Vehicle Code. Prohibits excessive use of the left lane of controlled access and other multilane highways except when certain conditions exist. Provides that a vehicle may not be driven to the left of another vehicle on those highways for a distance exceeding one-half mile. Provides that the prohibition does not apply to authorized emergency vehicles while using emergency lighting or to law enforcement vehicles engaged in official duties.

ILL EARLY LEARNING COUNCIL

Creates the Illinois Early Learning Council Act. Establishes the Illinois Early Learning Council to coordinate existing State programs and services for children from birth to 5 years of age in order to better meet the early learning needs of children and their families. Provides for the appointment of members to the Council who represent both public and private organizations and who shall serve on a voluntary, unpaid basis.

CRIM PRO-ARREST-JURISDICTION

Amends the Code of Criminal Procedure of 1963. Provides that a peace officer may conduct temporary questioning and make arrests in any jurisdiction within this State if the officer, while on duty as a peace officer, is requested by an appropriate State or local law enforcement official to render aid or assistance to the requesting law enforcement agency that is outside the officer's primary jurisdiction.

CRIM CD-FIREARM SALES-FED LICS

Amends the Criminal Code of 1961. Provides that it is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense to sell or give a firearm while engaged in the business of selling firearms at wholesale or retail without being licensed as a federal firearms dealer under the federal Gun Control Act of 1968. Effective immediately.

CHILD HEALTH INS SUNSET 2006

Amends the Children's Health Insurance Program Act to extend the sunset date for the Act from July 1, 2003 to July 1, 2006. Effective immediately.

USE & OCC TAXES-ETHANOL

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Extends the partial exemption from the taxes imposed by these Acts on gasohol to December 31, 2013 (now ends on July 1, 2003), gradually reducing the partial exemption to zero after December 31, 2013. Partially exempts E85 blend fuel and bio-diesel blend fuel in the same amount and according to the same schedule as gasohol. Provides that if, at any time, the tax under these Acts on gasohol, E85 blend fuel, and bio-diesel blend fuel is imposed at 1.25%, then the partial exemption of the tax on those items does not apply during that time. Effective immediately.

Names the second week in September as Everyday Heroes Week in honor of those men and women who continue to serve in fire, police, emergency, and other departments and risk their lives on a daily basis in the aftermath of September 11, 2001.
