Creates the Meeting Local Educational Needs Law of the School Code. Allows for a petition to request submission of a proposition at a regularly scheduled election for the purpose of voting for or against the division of an existing community unit school district into 2 parts, (i) a compact and contiguous area that is proposed for detachment from the existing district and establishment as a separate community unit school district and (ii) the remainder of the original, existing district. Provides that the original district must have an enrollment of more than 30,000 students and be located in 2 or more municipalities and 2 or more counties and the petition, if successful, must result in 2 community unit school districts, each with an anticipated enrollment of at least 5,000 students. Contains provisions concerning the election area, the referendum, the creation of the new district (including election of a new school board and the powers of that board), the transfer of employment and collective bargaining, the accounting and division of assets, tax rates, transfer students, bonded indebtedness, and limitations on contesting boundary changes and successive petitions. Makes a related change in provisions of the School Code concerning debt limits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Unified Code of Corrections. Provides that any person incarcerated in a facility of the Illinois Department of Corrections or the Illinois Department of Juvenile Justice on or after August 22, 2002, whether for a term of years, natural life, or a sentence of death, who has not yet submitted a sample of blood, saliva, or tissue to the Department of State Police for genetic marker grouping analysis shall be required to submit a specimen of blood, saliva, or tissue prior to his or her final discharge or within 6 months from the effective date of the amendatory Act, whichever is sooner. Provides that these specimens shall be placed into the State or national DNA database, to be used in accordance with other provisions of the Act, by the Illinois State Police. Provides that compliance with this provision constitutes an additional condition of any period of court supervision, conditional discharge, or probation imposed upon a person required to provide a specimen. Effective immediately.
Amends the Unified Code of Corrections. Provides that the court may impose an extended term sentence when a defendant is convicted of a violation of Section 12-6 (intimidation), 31-4 (communicating with jurors and witnesses), or 32-4a (harassment of representatives for the child, jurors, witnesses and others) of the Criminal Code of 1961, and that offense was in furtherance or concealment of (or the testimony, proceeding, or act related to the defendant's commission of) a sex offense as defined in subsection (B) of Section 2 of the Sex Offender Registration Act for which the defendant was convicted and the victim of which was under 18 years of age at the time of the sex offense. Provides that the court shall impose consecutive sentences under those circumstances.
Amends the Environmental Protection Act. In the definition of "clean construction or demolition debris", provides that the term includes debris with contaminants that do not exceed certain levels. Requires the Environmental Protection Agency to develop a special authorization for clean construction or demolition debris fill operations that accept urban soil or other urban construction or demolition debris from the Chicago metropolitan area or the Metro-East area. Requires the Agency to grant interim authorization to any such facility, subject only to a demonstration that the acceptance of any such material will not adversely impact existing groundwater. Requires the Agency and the Pollution Control Board to adopt rules concerning the special authorizations. Effective immediately.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning legislative policy.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Election Code. Makes a technical change in a Section concerning office hours for filing nomination petitions.
Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.
Amends the Cook County Article of the Illinois Pension Code. Adds corrections officers with the County Department of Corrections who withdraw or retire after December 31, 2007 to provisions concerning annuities for members of the County Police Department. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Public Labor Relations Act. In the case of peace officers, expands the scope of arbitration to include residency requirements in municipalities of 1,000,000 or more. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
