Amends the Illinois Enterprise Zone Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Governmental Ethics Act. With respect to statements of economic interests, makes changes concerning: interests of spouses and immediate family members living with the person required to file; development of forms by the Secretary of State that replicate federal forms; supplemental filings by board and commission appointees; electronic filing; posting of statements by the Secretary of State in a searchable database on the Internet; and training by the Secretary of State for ethics officers and persons required to file statements. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning driving under the influence of alcohol or drugs.
Creates the Child-Safe Chemicals Act. Beginning July 1, 2010, prohibits the sale or distribution of products intended for a child under 3 years of age that are used to contain food or liquid if the product contains bisphenol A. Authorizes participation in an interstate clearinghouse. Requires certain notifications and imposes penalties. Provides for enforcement by the Attorney General.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the tax imposed.
Amends the Animal Welfare Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Health Insurance Portability and Accountability Act. Includes large group markets in the provision concerning guaranteed availability of coverage for employers in the group market. Effective July 1, 2010.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Economic Development for a Growing Economy Tax Credit Act. Makes a technical change in a Section concerning the purpose of the Act.
Creates the Dog Breeder License Act. Provides for the licensure of dog breeders with the Department of Financial and Professional Regulation beginning 6 months after the effective date of the Act. Sets forth powers and duties of the Department, licensure requirements, grounds for discipline, civil and criminal penalties for violation of the Act, and administrative procedure. Includes provisions concerning exemption from the Act. Provides that the Act does not limit the power of a unit of local government from regulating or licensing the practice of dog breeding in a stricter manner. Amends the Animal Welfare Act. Provides that pet shop operators must publicly disclose certain information regarding dogs for sale. Amends the Consumer Fraud and Deceptive Business Practices Act to provide that a licensee who intentionally makes false or misleading statements in connection with the disclosures required by the Dog Breeder License Act and the Animal Welfare Act are violations of the Consumer Fraud and Deceptive Business Practices Act. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2020 for the new Act. Effective immediately.
