Amends the Governor Succession Act. Makes a technical change in a Section concerning the line of succession for the office of Governor.

Amends the General Assembly Operations Act. Provides that if a bill or other legislative measure is sponsored or co-sponsored by a majority of the members elected to the chamber in which the bill or other legislative measure then resides, then that bill or other legislative measure must be referred by the appropriate committee of that chamber to a standing committee and a vote on that bill or other legislative measure must be taken by that standing committee within 6 session days or prior to any committee action or floor action deadline that has been imposed in that chamber, whichever is sooner.
Amends the Illinois Vehicle Code. Adds that a vehicle may be inspected at a time outside of its normal 2-year inspection schedule for emissions, if the owner of the vehicle expects to be out of the State during the vehicle's scheduled inspection. Provides that the owner shall submit an affidavit stating he or she expects to be out of the State during the scheduled inspection. Specifies procedures for the submission of an affidavit. Effective immediately.
Urges that the President of the Senate and the Speaker of the House cause the matter of the closure and sale of the Thomson Correctional Center to the federal government to be submitted to their respective houses of the General Assembly for their consideration and vote, and that the results of the votes to be forwarded to the Governor.
Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Procurement Code. Requires that a preference equal to 10% of the contract amount be granted to an otherwise qualified State contract bidder that is a qualified veteran. Defines a qualified veteran as a business entity 51% or more owned by one or more veterans. Sets as a goal that each fiscal year the State award at least 3% of the value of its total contracts to qualified veterans. Requires that the Department of Central Management Services report annually to the General Assembly on the attainment of the percentage goal, based on information reported by chief procurement officers. Requires chief procurement officers to make recommendations on the percentage goal, with input from statewide veterans' service organizations and the business community. Requires the Governor to recommend to the General Assembly changes in programs to assist qualified veterans.
Amends the Local Government Prompt Payment Act. Makes a technical change in a Section concerning the short title.
Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 14 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2011.
Amends the Election Code. Provides that when a vacancy in nomination occurs on or after the general primary but more than 90 days before certification of candidates for the general election ballot, other than because no candidate's name appeared on the general primary ballot and no write-in candidate was nominated, the vacancy may be filled only at a special primary election on a date set by the State Board of Elections but at least 30 days before the date of certification. Permits a vacancy in nomination occurring less than 91 days before certification of candidates for the general election ballot but more than 15 days before the general election to be filled by the political party's nominating committee only if the vacancy is due to the candidate's death or incapacitating illness. Adds inability to fulfill the duties of the office sought due to illness as an event creating a vacancy in nomination. (Now, a vacancy in nomination occurring on or after the general primary and before the 15th day before the general election is filled by the party's nominating committee by certain deadlines based upon when the vacancy occurs). Effective June 1, 2009.
