Amends the Property Tax Code. Provides that the alternative general homestead exemption applies on a permanent basis. Increases the maximum amount of the exemption to $40,000. Effective immediately.
Urges the United States Congress to place public safety communications infrastructure and supplies at the top of their stimulus package priority list and urges the United States Department of Defense to renew and increase its supply of essential equipment to Illinois public safety officers through the 1033 Program, the LESO Program, and the U.S. General Services Administration's Donation Program (Federal Surplus).
Amends the Juvenile Court Act of 1987. Provides that the results of a paternity test in a case in which the court ordered a paternity test shall be disclosed to the Department of Healthcare and Family Services when necessary to discharge the duties of the Department of Healthcare and Family Services under the child support enforcement provisions of the Illinois Public Aid Code in a manner approved by the Presiding Judge of the Juvenile Court.
Amends the Juvenile Court Act of 1987. Provides that findings and exclusions of paternity entered in proceedings occurring under the Abused, Neglected, or Dependent Minors Article of the Act shall be disclosed, in a manner and form approved by the Presiding Judge of the Juvenile Court, to the Department of Healthcare and Family Services when necessary to discharge the duties of the Department of Healthcare and Family Services under the Determination and Enforcement of Support Responsibility of Relatives Article of the Illinois Public Aid Code. Effective immediately.
Urges Congress to immediately initiate and enact legislation authorizing individual states, by positive action of their duly elected state legislatures and assemblies, the right and ability to decidedly remove their citizens and residents from any and all provisions instituting new federal review, oversight, or preemption of state health insurance laws; creation of any federally mandated health insurance exchange or connector; or mandated expenditure of state funds to maintain a federal healthcare initiative.
Amends the Election Code. Prohibits campaign contributions to General Assembly members from recipients of their legislative member initiatives for 5 years after initial disbursement of moneys. Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the Home Rule County Retailers' Occupation Tax Law of the Counties Code and the Home Rule County Service Occupation Tax Law of the Counties Code. Provides that the maximum tax rate that is permitted under those Laws is 0.75%, unless a higher rate is authorized by referendum. Preempts home rule powers. Effective immediately.
Amends the Illinois Public Labor Relations Act. Exempts policy-making employees from the definition of a "public employee" and from the right to organize and bargain collectively. Defines a "policy-making employee" as one (i) with principal administrative responsibilities for the making of policy or for the way in which policy is carried out or (ii) whose position is otherwise exempt from the requirements of the Rutan decision.
Amends the Criminal Code of 1961. Creates the offense of obstructing identification. Provides that a person commits the offense when he or she intentionally or knowingly furnishes a false or fictitious name, residence address, or date of birth to a peace officer who has: (1) lawfully arrested the person; (2) lawfully detained the person; or (3) requested the information from a person that the peace officer has good cause to believe is a witness to a criminal offense. Provides that a violation is a Class A misdemeanor. Effective January 1, 2010.
