Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Prohibits a sheriff's law enforcement employee who begins service in that capacity after the effective date of the amendatory Act from being able to convert up to 10 years of service in any other capacity into service as a sheriff's law enforcement employee. Provides that, on and after the effective date of the amendatory Act, an elected county officer will not be able to elect to establish alternative credits for an alternative annuity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the Legislative Commission Reorganization Act of 1984. Requires the Legislative Research Unit, by March 20 of each year, to prepare and file a report listing any statutes or State programs or portions of statutes or programs that are obsolete, unnecessary due to technology or life style changes, or duplicative of other State or federal statutes or programs. The report must also include (i) an explanation of why all or part of the statute or program is obsolete, unnecessary, or duplicative and (ii) a timetable for repeal of all or part of the statute or program. The report also must identify the status of any statutes or programs identified in the prior year's report. The report must be filed with the Clerk of the House, the Secretary of the Senate, and the Legislative Reference Bureau and also with the Office of the Governor for distribution to affected State agencies. Effective immediately.
