Amends the Public Utilities Act. Prohibits the Illinois Commerce Commission from considering as an operating expense for the purpose of determining whether a rate or other charge or classification is sufficient donations made by a public utility for the public welfare or for charitable scientific, religious, or educational purposes unless the donations are determined by the Commission to be in the best interest of ratepayers. Requires that the donations be publicly disclosed to the Illinois Commerce Commission within 10 business days after a public utility makes such a donation, including the name and address of each recipient and the amount of each donation. Requires the Commission to make this information available on its website. Effective immediately.
Amends the Local Government Reduction and Efficiency Division of the Counties Code. Extends the applicability provision of the Division to all counties within the State (rather than only DuPage County). Adds provisions concerning the rights of employees of a former unit of local government after it has been dissolved into the governmental unit assuming the functions of the former unit of local government. Effective immediately.
Creates the Heroin Crisis Act. Contains only a short title provision.
Amends the Illinois Securities Law of 1953. Creates an exemption from certain filing and registration requirements under the Act for intrastate securities offerings that meet certain conditions, including that (1) the offering meets all of the requirements of the federal exemption for intrastate offerings provided under the Securities Act of 1933; (2) the aggregate purchase price of all securities sold by an issuer within any 12-month period does not exceed: (i) $3,000,000; or (ii) $5,000,000 if the issuer has undergone and made available certain financial statements to specified persons; and (3) the aggregate amount sold to any purchaser in an offering of securities made within any consecutive 12-month period does not exceed certain monetary limitations. Provides that an issuer may make an offering or sale of securities through the use of one or more qualified Internet portals, subject to certain requirements, including that (i) the Internet portal shall at all times be owned by a corporation or other legal entity which is either organized under the laws of, or is otherwise qualified to do business in, this State; (ii) the Internet portal shall establish and maintain commercially reasonable measures to limit access to any information concerning an offering or sale of the subject securities to residents of this State; and (iii) the Internet portal shall establish and maintain a secure method of communication through the Internet portal itself that will permit potential investors to communicate with one another and with representatives of the issuer about the offering. Requires the Secretary of State to collect a $100 fee for securities offered or sold under the exemption created under this amendatory Act; and a $300 fee for the registration and renewal of a qualified Internet portal. Defines terms.

Amends the Gubernatorial Boards and Commissions Act. Provides that a person is ineligible for appointment or reappointment to any board or commission for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official or is a party to a civil union with a State official. Amends the Civil Administrative Code of Illinois. Provides that a person is ineligible for appointment or reappointment as the head officer of a department of State government for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official or is a party to a civil union with a State official. Defines "State official" and "party to a civil union".
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall (rather than may) enter into a contract with the vendor selected to verify eligibility for medicaid assistance. Effective immediately.
Urges any municipality operating unconstitutional red light cameras to remove them immediately. Urges the Securities and Exchange Commission, the Illinois Attorney General, the United States Attorney of the Northern District of Illinois, and the States Attorneys of Cook, Lake, Kane, St. Clair, Madison, and McHenry Counties to conduct investigations into the misconduct of Redflex. Urges all relevant entities to void all tickets issued in Chicago, the surrounding collar counties, and Madison and St. Clair counties ab initio due to criminal activity and issue refunds for the fines to the citizens who paid them.
Creates the Joint Committee on Obsolete Laws and Programs Act. Establishes a legislative committee appointed by the 4 legislative leaders to report to the General Assembly and the Governor on State statutes and programs that are obsolete, unnecessary due to technology or life style changes, or duplicative of federal or other State statutes or programs. Requires the report by March 20, 2015. Repeals the Act on April 1, 2015. Effective immediately.
