APPOINTMENT-BOARD & DEPARTMENT

Amends the Gubernatorial Boards and Commissions Act. Provides that a person is ineligible for appointment or reappointment to any board or commission for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official. Amends the Civil Administrative Code of Illinois. Provides that a person is ineligible for appointment or reappointment as the head officer of a department of State government for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official. Defines "official".

VEH CD-HIT AND RUN; PENALTIES

Amends the Illinois Vehicle Code. Provides that a person who has failed to stop as required after an accident shall return and make a report of the accident at a police station near the scene of the accident no later than 48 hours (instead of one-half hour) after the accident occurred. Provides that a person who fails to stop after an accident that resulted in the death of a person is guilty of a Class 1 felony and shall be sentenced to a mandatory term of imprisonment of not less than 10 years. Provides that a person who fails to return within 48 hours and report an accident which resulted in a fatality shall be sentenced to a mandatory term of imprisonment of not less than 20 years.

LOCAL GOVT-POST RECORDS

Amends the Local Records Act. Requires that a unit of local government or school district that has an Internet website that the full-time staff of the unit of local government or school district maintains must post on its website for the current calendar or fiscal year, as the case may be, and the 4 years immediately before that calendar or fiscal year the following information: (i) contact information for elected and appointed officials, (ii) notice of and materials prepared for regular and emergency meetings, (iii) procedures for requesting information from the unit of local government or school district, (iv) annual budget, (v) ordinances under which the unit of local government or school district operates, (vi) procedures to apply for building permits and zoning variances, (vii) financial reports and audits, (viii) information concerning employee compensation, (ix) contracts with lobbying firms, (x) taxes and fees imposed by the unit of local government or school district, (xi) rules governing the award of contracts, (xii) bids and contracts worth $25,000 or more, and (xiii) campaign contributions made by a vendor. Provides that a unit of local government or school district must create a searchable expenditure and revenue database on its website. Sets forth requirements concerning the database. Provides that any citizen who is a resident of the unit of local government or school district may bring a mandamus or injunction action to compel the unit of local government or school district to comply with the Internet posting requirements. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Contains a severability clause. Effective immediately.

TASK FORCES-CREATE BY LAW

Amends the General Assembly Operations Act. Provides that the General Assembly may create a task force only by law, and not by resolution or joint resolution, if the task force may have a member who is not a member of the General Assembly and would require the expenditure of State funds to accomplish its purpose.

WILDLIFE-TRAPPING-PUBLIC AREAS

Amends the Wildlife Code. Makes it unlawful to place, set, or maintain a body-gripping trap (other than an underwater set) within 30 feet of bait that is not completely covered and concealed from sight and (ii) to place, set, use, or maintain certain types of traps within one-quarter mile of a residence, school, picnic area, playground, beach, campground, road, highway, public trail, golf course, or parking lot. Exempts certain government employees as well as their duly authorized agents from the latter of these prohibitions if certain conditions are met. Redefines the term "bait" to include certain types of oils. Effective July 1, 2011.

VEH CD-AUTOMATED RED LIGHT ENF

Amends the Illinois Vehicle Code. Provides that a county or municipality may not use an automated traffic law enforcement system to provide recorded images of a motor vehicle for the purpose of issuing violations to persons driving a motor vehicle who enter an intersection to turn right against a red signal indication. Effective immediately.

VEH CD-CAMERAS:YELLOW LIGHTS

Amends the Illinois Vehicle Code. In the Section concerning automated traffic law enforcement systems, provides that a minimal yellow light change interval at an intersection where an automated system is operating shall be established in accordance with nationally recognized engineering standards, and may not be less than the recognized national standard plus one additional second. Provides that a municipality or county that has one or more intersections equipped with an automated system must time the operation of the yellow lights and yellow arrows so that the steady yellow indication conforms with the new requirements. Provides that a municipality or county using an automated system shall test the system for accuracy at regular intervals and record and maintain the results of each test. Provides testing procedures. Provides that the test results shall be a public record subject to inspection under the Freedom of Information Act and available on the Internet. Requires traffic enforcement camera manufacturers to submit their installed equipment for independent testing from a non-associated third party to establish and confirm the accuracy of the equipment. Provides additional equipment requirements. Provides that any system not meeting the manufacturer's minimum accuracy requirements shall be removed from service and may not be used again until the system has been serviced and calibrated by a qualified independent technician. Provides that the duration of the yellow or red light of any traffic control device at which an automated system is installed may not be decreased prior to the installation of the automated system or during the time for which the system is operated. Amends the State Mandates Act to require implementation without reimbursement by the State.
