Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the Senior Citizens and Disabled Persons Property Tax Relief Act by reinstituting the pharmaceutical assistance program that was eliminated by Public Act 97-689 and changing the short title of the Act to the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes corresponding changes in other Acts.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Ottawa Port District Act. Makes a technical change in a Section concerning the short title.
Urges Congress to call a federal Constitutional Convention to propose an Amendment to the federal Constitution concerning fiscal discipline, legislative transparency, and unfunded mandates. Sets forth the language for the proposed Amendment to the federal Constitution.
Amends the Department of State Government Law of the Civil Administrative Code. Provides that, on the effective date of the amendatory Act, the office of Director of the Illinois Power Agency shall be considered vacant. Provides that, on and after the effective date of the amendatory Act, the Director of the Illinois Power Agency shall be appointed by the Governor by and with the advice and consent of the Senate. Effective immediately.

Amends the Prevailing Wage Act. Makes a technical change in a Section concerning State policy.
