Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. With referendum approval, authorizes countywide impact fees on developers in Kendall, Boone, DeKalb, and Grundy Counties. The fees are to be used by the county to acquire land and construct buildings or other improvements on county property.
Directs the Auditor General to conduct a performance audit on the Medicaid program and Group Health Insurance program of the Department of Healthcare and Family Services for compliance with the State Prompt Payment Act.
Creates the State Employee Proof of Citizenship Act. Specifies proof of citizenship necessary to begin State employment. Amends the Election Code. Specifies the proof of citizenship necessary to register to vote and requires presentation of identification documents when a person votes. Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall not acquire, contract for, and enter into any commitment to acquire a residential mortgage from a lending institution and shall not make any loan to a lending institution or individual if the residential mortgage is for any individual who is not a citizen or legal resident of the United States. Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for the Covering ALL KIDS Health Insurance Program, a child must be a citizen of the United States. Effective July 1, 2007.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Creates the Fair Athletic Competition Act. Requires the Illinois High School Association (IHSA), in conjunction with its Sports Medicine Advisory Committee, to develop and implement a program of random testing for steroids of individual athletes participating in interscholastic athletic programs under IHSA's purview. Provides that any student who possesses, ingests, or otherwise uses any substance on the IHSA list of banned substances, without a prescription by a fully licensed physician to treat a medical condition, shall be considered in violation of IHSA's by-laws and is subject to penalties approved by the IHSA Board of Directors. Sets forth what these penalties must include. Provides that a student athlete who refuses to consent to testing is not eligible for interscholastic competition and shall immediately forfeit his or her eligibility to participate in interscholastic competition for 365 days. Provides for confidentiality of test results. Effective immediately.
Provides that the State of Illinois is committed to supporting non-destructive stem cell research.
Creates the Development Impact Fee Authorization for Local Governments Act. Authorizes municipalities and counties to adopt ordinances to impose, on behalf of themselves or other local governments, development impact fees on new developments in the municipality or county. Sets forth requirements and procedures for adopting the fee ordinances, for the imposition, collection, and expenditure of the fees, for returning unexpended fees, and for appealing the imposition of the fees. Requires that, within 2 years after the effective date of this Act, all municipalities and counties must conform any existing impact fee ordinance with the provisions required under this Act. Effective immediately.
Amends the Ambulatory Surgical Treatment Center Act. Provides that notwithstanding any other statute, rule, or regulation to the contrary, an ambulatory surgical treatment center where abortions are performed must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally.
Proposes to amend the Revenue Article of the Illinois Constitution. Limits the maximum amount of any ad valorem tax on real property to 2% of the fair cash value of such property, to be collected by the counties and apportioned according to law to the districts within the counties. Sets forth various definitions and requirements with respect to the administration of property taxation. Effective upon being declared adopted.
