CNTY BOARD-ELIGIBILITY

Amends the Counties Code. Provides that a person is not eligible to serve as a county board member if that person has been convicted of a felony under the laws of this State or comparable laws of any other state or the United States or is in arrears in the payment of a tax or other indebtedness due to a county. Limits home rule powers. Effective immediately.

PROP TAX-SENIOR FREEZE

Amends the Property Tax Code. Provides that the county clerk shall abate the taxes imposed on property that qualifies for the senior citizens assessment freeze homestead exemption under Section 15-172, in an amount equal to 50% of the taxes attributable to the first $200,000 market value of the residence. Provides that the State shall reimburse each taxing district for the lost revenue. Effective immediately.

PROOF OF CITIZENSHIP

Creates the State Employee Proof of Citizenship Act. Specifies proof of citizenship necessary to begin State employment. Amends the Election Code. Specifies the proof of citizenship necessary to register to vote and requires presentation of identification documents when a person votes. Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall not acquire, contract for, and enter into any commitment to acquire a residential mortgage from a lending institution and shall not make any loan to a lending institution or individual if the residential mortgage is for any individual who is not a citizen or legal resident of the United States. Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for the Covering ALL KIDS Health Insurance Program, a child must be a citizen of the United States. Effective July 1, 2009.

LEGISLATURE-LIMIT EXPENDITURES

Amends the Commission on Government Forecasting and Accountability Act. Provides that the General Assembly's total appropriations for the next fiscal year must not exceed the Commission's revenue estimate for that year. Effective immediately.

SPENDING LIMITATION ACT

Creates the Taxpayer Bill of Rights Spending Limitation Act. Establishes fiscal year spending limits based on inflation and population changes. Creates an Emergency Reserve Cash Fund, requires transfers to the Fund based on revenues limits, and requires expenditures only for emergencies and from appropriations adopted by a two-thirds vote of the House and Senate. Allows transfer of excess amounts in the Fund. Amends the State Finance Act to create the Fund. Effective immediately.

OUI-BOAT-SNOW-DRIVERS LICENSE

Amends the Illinois Vehicle Code. Provides that the provisions related to driving while under the influence (DUI) apply to driving any motor vehicle while under the influence. Provides that the suspension and revocation of a person's motor vehicle driving privileges and the person's opportunity for a hearing for a violation of the DUI provisions of the Illinois Vehicle Code also apply to operation of a snowmobile or watercraft while under the influence. Changes the definition of "first offender" to include certain offenses and suspensions related to operating a snowmobile or watercraft under the influence. Amends the Snowmobile Registration and Safety Act and the Boat Registration and Safety Act to change the definition of "first offender" so that the term has the same meaning as it used in the Illinois Vehicle Code. Amends implied consent provisions of the Snowmobile Registration and Safety Act and the Boat Registration and Safety Act to provide that a law enforcement officer must give notice to the Secretary of State when a person refuses to submit to a chemical test and must give additional warnings to the person regarding possible driver's license suspension, and requires the court clerk to send notice to the Secretary of State if the person fails to request a hearing or if the court finds against the person. Makes other changes. Effective immediately.

CONAMEND-REVENUE BILLS

Proposes to amend the Legislature Article of the Illinois Constitution concerning the passage of revenue bills. A bill that would result in the increase of revenue may become law only with the concurrence of two-thirds of the members elected to each house of the General Assembly. Proposes to amend the Finance Article of the Illinois Constitution concerning the State budget. Provides that the rate of growth in total State expenditures in any fiscal year over the prior fiscal year is limited to: (i) the percentage increase in the annual rate of increase, for the previous calendar year, of the Consumer Price Index; plus (ii) the rate of increase in the State's population for the same 12-month period. Requires the State to maintain a reserve fund equal to 3% of the enacted budget for the prior fiscal year. Effective on being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

CONAMEND-INITIATIVE BILLS

Proposes to amend the Legislature Article of the Illinois Constitution. Authorizes electors to propose bills by petition. Provides for submission of such bills to both houses of the General Assembly and for record votes to be taken. Effective upon being declared adopted.
