Amends the Ambulatory Surgical Treatment Center Act. Provides that notwithstanding any other statute, rule, or regulation to the contrary, an ambulatory surgical treatment center where abortions are performed must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally.

Provides for successor elections to fill the vacant term of a recalled officer or member. Provides for petitions to be filed with the State Board of Elections and sets requirements for petitions. Provides for the State Board of Elections to proclaim the election and set the date. Provides for objections to petitions. Provides that the recall provisions are self-executing and judicially enforceable. Effective upon being declared adopted.

Provides that notwithstanding any other statute, rule, or regulation to the contrary, an ambulatory surgical treatment center where abortions are performed must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally.
Creates the 2009 School District Reorganization Act. Within 60 days after the effective date of the Act, requires each educational service region to create a committee for the reorganization of school districts. Provides that no later than November 30, 2009, the chairperson of each reorganization committee shall submit to the State Committee a plan for reorganization of appropriate school districts within the educational service region. Requires the State Board of Education to serve as the State Committee. Requires the State Committee to receive and examine each plan for the reorganization of school districts submitted to it by the reorganization committees and to approve or reject the plan in whole or in part within 60 days after receipt of the plan. Sets forth other powers and duties of the State Committee. Provides for the approval of a plan by voters and for when the plan must take effect. Provides that, commencing on July 1, 2011, the State Board of Education shall assess the progress of reorganization made under the Act, conduct a survey of the need for additional reorganizations, and submit a report to the General Assembly and the Governor as to the progress made toward reorganization and the need for additional reorganization. Effective immediately.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. In a Section concerning the senior citizens assessment freeze homestead exemption, provides that, beginning in assessment year 2009, "income" does not include distributions from a 401(k) or other retirement account. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Beginning in levy year 2010, requires the county clerk to calculate separate limiting rates for (i) community mental health funds, (ii) funds for persons with a developmental disability, and (iii) the aggregate of all other county or township funds, regardless of whether or not the county or township community mental health board or the county or township board for care and treatment of persons with a developmental disability has submitted a written request. Effective immediately.
Amends the Real Estate Transfer Tax Law in the Property Tax Code. Provides that the definition of "value" includes the amount of any special service assessment on the real property. Authorizes chief county assessment officials and township or multi-township assessors to perform audits of transfer declarations. Effective immediately.
Amends the Illinois Procurement Code. If Senate Bill 761 of the 95th General Assembly becomes law, removes the exemption for road construction projects eligible for federal funding from the definition of contracts considered for purposes of the prohibition against campaign contributions from certain State contractors and bidders. Effective immediately.
