$CJIA-CAPITAL PUNISHMENT

Appropriates $250,000 for FY08 and $250,000 for FY09 from the General Revenue Fund to the Criminal Justice Information Authority for costs and expenses related to a capital punishment reform study committee. Effective immediately for FY08, and effective July 1, 2008 for FY09.

CIV PRO-PEREMPTORY CHALLENGE

Amends the Code of Civil Procedure. Provides that (at present, 1 or 2) 1 or more alternate jurors may be impanelled. Provides that at the time the jury retires to deliberate an alternate juror may (at present, shall) be discharged. Effective immediately.

CIV PRO-VENUE CORPORATIONS

Amends the Code of Civil Procedure. Provides that, if none of the parties joined in good faith as defendants in a civil case are residents of this State, an action against those defendants may be commenced in the State only in the county in which the transaction out of which the cause of action arose, or some part of that transaction, occurred. Provides that a corporation organized under the laws of or authorized to do business in this State is a resident only of any county in which it has its registered office or other office (rather than being a resident of any county in which it does business). Makes similar changes regarding partnerships and voluntary unincorporated associations. Deletes language providing that an insurance company incorporated under the laws of, or doing business in this State may be sued in any county in which the plaintiff or one of the plaintiffs reside. Provides that, if none of the defendants in a civil action are residents of this State, and no part of the transaction out of which the action arose occurred in this State, the action must be dismissed for lack of proper venue. Makes other changes. Provides that the changes apply to causes of action filed on or after the effective date of the Act.

VEH CD-VEHICLE ACCIDENT DATA

Amends the Illinois Vehicle Code. Provides that the Department of Transportation shall supply vehicle-specific accident data to any person or entity in bulk electronic form after the name, address, telephone number, and social security number have been removed and only for the purpose of preparing vehicle-specific vehicle history reports. Provides that the person or entity must pay all reasonable costs associated with producing the accident records in bulk electronic form. Contains provisions regarding: setting rates; agreements regarding the data; circumstances under which the Department may cease providing the data; liability; and other matters.

SCH CD-EARLY CHILDHOOD ED GRNT

Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2014, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2008.

GOMB-FUNDS-TRANSPARENT WEBSITE

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

GRADE CROSSING FUND TRANSFERS

Amends the State Finance Act. Provides that after the effective date of this amendatory Act, no special fund transfers shall be made from the Grade Crossing Protection Fund to the General Revenue Fund. Effective immediately.
