Amends the Illinois Controlled Substances Act. Provides that in determining the appropriate sentence for a conviction under the Act, the sentencing court may consider as a factor the transportation of controlled substances from one county in this State into another county in this State or from one state into this State. Effective immediately.

Amends the Public Community College Act. In a provision that requires contracts to be awarded to the lowest responsible bidder, removes the exception for contracts for materials and work that have been awarded to the lowest responsible bidder but must be revised, causing expenditures not in excess of 10% of the contract price. Adds an exception for contracts for the purchase of perishable foods and perishable beverages.
Amends the Criminal Code of 2012 and the Unified Code of Corrections. Changes and limits the aggravating factors for which a person convicted of first degree murder may be sentenced to death. Provides for aggravating factors in which a person may be sentenced to natural life imprisonment. Provides that some aggravating factors for which the defendant may have been sentenced to death before the effective date of the amendatory Act may only be considered in determining whether the defendant may be sentenced to natural life imprisonment. Repeals provision that abolishes the death penalty.
Creates the Board of Legislative Repealers Act. Establishes the Board of Legislative Repealers. Directs the Board, among other things, to determine instances in which State laws and regulations are unreasonable, unduly burdensome, duplicative, onerous, in conflict, or unconstitutional, to create a system for receiving public comments, and to recommend changes in the law that it deems necessary to modify or eliminate antiquated and inequitable rules of law and to bring the law of the State into harmony with modern conditions. Authorizes the Board to set a schedule to make the investigations required by the Act and to adopt rules establishing the criteria to be used to determine whether a State law, regulation, or other governing instrument is unreasonable, unduly burdensome, duplicative, or onerous, or conflicts with another law, regulation, or governing instrument. Amends the Legislative Commission Reorganization Act of 1984 and the Legislative Reference Bureau Act. Requires the staff of the Legislative Reference Bureau and the Legislative Research Unit to cooperate to provide administrative support to the Board. Authorizes the Board to adopt any rules that are necessary to implement the requirements of the Act. Effective January 1, 2014.
Amends the General Assembly Article of the Illinois Pension Code. Restricts participation in the General Assembly Retirement System to persons who become participants before January 1, 2014 and provides that, beginning on that date, the System shall not accept any new participants. Makes related changes. Effective immediately.
Directs the Illinois Auditor General to investigate individual expenditures of the Illinois State Capitol West Wing renovations and determine whether said spending was appropriate and prudent.
Amends the Trusts and Trustees Act. Makes a technical change in a Section concerning the Act's short title.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends and re-enacts provisions of the Civil Practice Article of the Code of Civil Procedure concerning actions on account of bodily injury or death or physical damage to property based on negligence or product liability based on strict tort liability. Deletes language providing that the court shall instruct the jury in writing that the defendant shall be found not liable if the jury finds that the contributory fault of the plaintiff is more than 50% of the proximate cause of the injury or damage for which recovery is sought, and adds language providing that the court shall not instruct the jury of the consequence of any findings of fault of any plaintiff or defendant under specified provisions of the Code. Deletes language providing that: any defendant whose fault is less than 25% of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendant except the plaintiff's employer, is severally liable for non-medical damages; and any defendant whose fault is 25% or greater of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendants except the plaintiff's employer, is jointly and severally liable for non-medical damages. Adds language providing that: any defendant whose fault is less than 25% of the proximate cause of the injury or damage for which recovery is sought by the plaintiff is severally liable for non-medical damages; and any defendant whose fault is 25% or greater of the proximate cause of the injury or damage for which recovery is sought by the plaintiff is jointly and severally liable for non-medical damages. Contains applicability provisions.
Amends the Illinois Mathematics and Science Academy Law. Provides that the Illinois Mathematics and Science Academy Law shall develop an additional residential campus in a county with a population less than 400,000. Effective immediately.
