Amends the Criminal Code of 1961. Provides that a person who knowingly and without legal justification commits an assault on a severely or profoundly mentally retarded person is guilty of aggravated assault. Provides that the penalty is a Class A misdemeanor. Provides that a person who, in committing a battery, knows the individual harmed to be a person who is severely or profoundly mentally retarded is guilty of aggravated battery. Provides that the penalty is a Class 3 felony. Effective immediately.

For Fiscal Year 2008, reappropriates $150,000,000 to the Capital Development Board for school construction grants pursuant to the School Construction Law. Effective immediately.
Amends the Higher Education Cooperation Act. Provides that the term "public institutions of higher learning" under the State Officials and Employees Ethics Act does not include public community colleges and community college districts. Effective immediately.
Amends the Trusts and Trustees Act. Makes technical changes in a Section concerning the Act's short title.
Creates the Retail Merchant Display Act. Contains only a short title provision.
Amends the Illinois Public Aid Code. Provides that beginning July 1, 2007, the Department of Human Services shall increase TANF grant amounts in effect on June 3, 2007 by 15%. Effective immediately.
Amends the Illinois Income Tax Act. Creates a tax credit, for taxable years ending on or after December 31, 2007, for taxpayers who make an eligible expenditure during the taxable year for the rehabilitation of a qualified historic building. Sets the credit at an amount equal to 25% of the total expenditures made during the taxable year for the rehabilitation, but not to exceed $100,000. Defines "eligible expenditure" as an expenditure equal to at least 10% of the fair cash value of the qualified historic building before the rehabilitation. Defines "qualified historic building" as a commercial building or an owner-occupied residential building that is listed in a national, State, or local historic registry. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.

Amends "An Act making appropriations", Public Act 95-348. Increases certain appropriations for official court reporting to the Office of the State Comptroller. Effective immediately.
Amends the Illinois Vehicle Code and the State Finance Act. Authorizes special license plates designated as Boy Scout plates. Provides for increased fees for these plates to be paid as grants to the Boy Scouts of America subject to appropriation by the General Assembly and approval by the Secretary of State. Creates the Boy Scout Fund as a special fund in the State treasury.
