Amends the Unified Code of Corrections. Provides that the Director of Corrections shall not award good conduct credit for meritorious service to an inmate unless the inmate has served a minimum of 60 days in the custody of the Department of Corrections. Effective immediately.

Amends the Illinois Income Tax Act. Creates the rehabilitation of historic resource credit. Allows a credit against income taxes for 25% of the qualified expenditures for the rehabilitation of a historic resource. Provides that "historic resource" means certain publicly or privately owned historic buildings, structures, sites, objects, features, or open spaces located within a designated historic district or individually designated as historic. Provides that "qualified expenditures" means capital expenditures that qualify for a rehabilitation credit under Internal Revenue Code. Amends the Historic Preservation Agency Act to provide that the Historic Preservation Agency shall exercise all rights, powers, and duties set forth in the credit provisions. Effective immediately.
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that the Regional Transportation Authority must implement a single fare card system to allow senior citizens aged 65 and older who reside within the metropolitan region to use all transit services provided by the Chicago Transit Authority, the Suburban Bus Division, and the Commuter Rail Division free of charge. Sets forth certain criteria for the fare cards. Provides that it is a Class A misdemeanor for an applicant to provide false information on an application for a senior citizen fare card. Provides that the Chicago Transit Authority, the Suburban Bus Division, and the Commuter Rail Division must provide transit services free of charge to active duty military personnel who are in uniform. Effective immediately.
Amends the Illinois Uniform Conviction Information Act. Makes a technical change in a Section concerning definitions.
Amends the State Officials and Employees Ethics Act and the Election Code. Prohibits State executive branch constitutional officers and candidates, General Assembly members and candidates, legislative political caucuses, and political committees on behalf of any of those persons or caucuses from holding political fundraising functions (now, fundraising functions in Sangamon County) during certain periods when the General Assembly is in session.
Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the third Tuesday in July of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention and (ii) printing and mailing of legislators' newsletters and brochures.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the definition of "imprisonment".
Creates the Retail Merchant Display Act. Contains only a short title provision.
Creates the Early Graduation Tuition Waiver Act. Provides that if a student graduates from grades 9 through 12 at a secondary school in this State that is recognized by the State Board of Education in less than 4 school years, then he or she is entitled to receive a tuition waiver to a public university in this State, with the length of the tuition waiver being equal to the difference between 8 semesters and the actual number of semesters the student was enrolled in grades 9 through 12. Provides that each year, the State Board shall receive and consider applications for these tuition waivers and award these tuition waivers to eligible applicants. Effective July 1, 2009.
Amends the Gas Revenue Tax Act, the Telecommunications Excise Tax Act, and the Electricity Excise Tax Act. Provides that businesses that are primarily engaged in manufacturing are exempt from taxation under the Acts. Provides that the Acts' automatic sunset provisions do not apply to the exemption.
