MOTOR FUEL TAX-DISTRIBUTION

Amends the Motor Fuel Tax Law. Makes changes to the allocations of the tax receipts. Provides that a proportional allotment of tax receipts shall be made for any road district based on the rate extended by the district. Sets forth allocation procedures for DuPage County. Provides that if any road district has levied a special tax for road purposes under certain Sections of the Illinois Highway Code, that levy entitles the road district for a full or proportionate allotment depending on the rate of the levy. Sets forth allotment procedures for those instances when a township has transferred money to the road and bridge fund. Sets forth allotment procedures for road districts that are subject to the Property Tax Extension Limitation Law. Deletes language providing that the term "road district" includes park districts, forest preserve districts, and conservation districts. Effective immediately.

DCEO-MICROLOAN PROGRAM

Creates the Microloan Program Act. Authorizes the Director of Commerce and Economic Opportunity to (i) make loans to eligible intermediaries for the purpose of making short-term, fixed rate loans to certain business concerns, (ii) make grants to those intermediaries to provide marketing, management, and technical assistance to small business concerns, and (iii) make grants to non-profit entities for the purpose of providing marketing, management, and technical assistance to low-income individuals under certain circumstances. Specifies criteria that eligible intermediaries must satisfy. Sets forth requirements for loans made to intermediaries; marketing, management, and technical assistance grants to intermediaries; private sector borrowing technical assistance grants; and loans to small business concerns from eligible intermediaries. Requires the Department to file certain reports with the General Assembly. Amends the State Finance Act to create the Business Loan and Investment Fund as a special fund in the State treasury. Authorizes the Department, subject to appropriation, to use the moneys in the Fund to carry out the purposes of the Microloan Program Act.

CD CORR-MERITORIOUS GOOD TIME

Amends the Unified Code of Corrections. Provides that the Director of Corrections shall provide the Governor with monthly written reports, and the General Assembly with an annual written report, on the award of good conduct credit for meritorious service. Provides that these reports must include: (1) the number of inmates awarded good conduct credit for meritorious service; (2) the jurisdictions from which these inmates were committed and into which they were or will be released; (3) the average amount of good conduct credit for meritorious service awarded; (4) the holding offenses for good conduct credit for meritorious service awardees; and (5) the number of good conduct credit for meritorious service revocations. Provides that as to both reports, the Department of Corrections must publish the reports on its website within 48 hours of transmitting them to the respective parties. Effective immediately.

CIV PRO-ASBESTOS EVIDENCE

Amends the Code of Civil Procedure. Provides that in any case in which the plaintiff makes a claim based upon exposure to asbestos, the following issues are relevant to the determination of liability and damages, the court shall allow the parties to present evidence concerning those issues, and the trier of fact shall determine liability and damages based on these issues, together with any other relevant issues: (1) whether the plaintiff had exposure to any asbestos manufactured by, processed by, or otherwise associated with any entity other than the defendant; (2) whether the plaintiff's exposure to asbestos was to asbestos exclusively manufactured by, processed by, or otherwise associated with the defendant; and (3) whether there is a causal relationship between the plaintiff's alleged injuries and the asbestos manufactured by, processed by, or otherwise associated with the defendant. Effective immediately.
