DENTAL ASSTS-SUPERVISION

Amends the Illinois Dental Practice Act. Provides that a dentist utilizing dental assistants shall not supervise more than 4 dental assistants at any one time for placing, carving, and finishing of amalgam restorations; the monitoring of nitrous oxide; and pit and fissure sealants. Effective immediately.

OPEN MTGS-PREPAID TUITION FUND

Amends the Open Meetings Act. Provides that the provision that authorizes closed meetings to be held to consider the sale or purchase of securities, investments, or investment contracts does not apply to meetings held to consider the investment of assets or income of funds deposited into the Illinois Prepaid Tuition Trust Fund. Effective immediately.

POWER ATTORNEY-APPLICABILITY

Amends the Illinois Power of Attorney Act. Provides that this Act does not apply to any agreement, other than an Illinois Statutory Short Form Power of Attorney, under which a financial institution is named as an agent for any person. Defines "financial institution". Provides that any agreement or contract of the type described is not a "non-statutory property power" subject to the requirements of being executed by the principal who designates the agent and the agent's powers and whose signature is witnessed and notarized; this provision is a declaration of existing law.

ALZHEIMER'S-PLAN-COMMITTEE

Amends the Alzheimer's Disease Assistance Act. Makes changes to the Act's policy declaration. Changes the definition of "Alzheimer's disease" and sets forth definitions for "dementia", "related disorders", and "dementia-capable State". Provides that by January 1, 2014 (instead of 1987), and every 3 years thereafter, the Department of Public Health shall prepare a State Alzheimer's Disease Assistance Plan and sets forth provisions with regard to the plan concerning public hearings, gathering feedback on recommendations, input from agencies and stakeholders, purpose and directive, and the examination of certain subject matter. Makes changes to the composition of the Alzheimer's Disease Advisory Committee. Makes other changes.

SHARK FIN BAN

Amends the Fish and Aquatic Life Code. Provides that a person may not possess, sell, offer for sale, trade, or distribute a shark fin. Defines "shark" and "shark fin".

CRIM CD-CHILD SEX OFFENDER

Amends the Criminal Code of 1961. Provides that it is Class 4 felony for a child sex offender to participate in a holiday event involving children under 18 years of age, such as distributing candy or other items to children on Halloween, wearing a Santa Claus costume on or preceding Christmas, being employed as a department store Santa Claus, or wearing an Easter Bunny costume on or preceding Easter. Exempts from a violation where (1) the sex offense conviction which brought the person into the child sex offender category was criminal sexual abuse in which the victim was at least 13 years of age but under 17 years of age and the offender was less than 5 years older than the victim; or (2) the child sex offender is a parent or guardian of children under 18 years of age that are present in the home and no non-familial minors are present.
