Amends the Unified Code of Corrections. Provides that the Director of Corrections shall not award good conduct credit for meritorious service to an inmate unless the inmate has served a minimum of 60 days in the custody of the Department of Corrections. Effective immediately.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the use of force in defense of a person.
Amends the Illinois Marriage and Dissolution of Marriage Act. In provisions concerning child support, provides that in a case in which (i) a parent is 90 days or more delinquent in payment of support or has been adjudicated in arrears in an amount equal to 90 days obligation or more and (ii) the parent is self-employed, the court may order the parent to pay to the clerk of the circuit court an amount equal to up to 180 days support obligation. Provides that the clerk shall hold that amount as security and shall pay to the obligee amounts therefrom as they become due.
Amends the Illinois Insurance Code, the Medical Practice Act of 1987, the Code of Civil Procedure, and the Good Samaritan Act to reenact certain provisions of Public Act 94-677, which was declared to be unconstitutional. Includes explanatory and validation provisions. Makes changes relating to the reenactment, including revisory changes. Also makes these substantive changes: Amends the Code of Civil Procedure to lower the rate of interest payable on judgments; to provide for annual indexing of those rates; and to delay the accrual of interest in certain cases where a federal Medicare lien may exist against the judgment. Includes an inseverability provision. Effective immediately.
Amends the Criminal Code of 1961 and the Unified Code of Corrections. Changes and limits the aggravating factors for which a person convicted of first degree murder may be sentenced to death. Provides for aggravating factors in which a person may be sentenced to natural life imprisonment. Provides that some aggravating factors for which the defendant may have been sentenced to death before the effective date of the amendatory Act may only be considered in determining whether the defendant may be sentenced to natural life imprisonment. Provides that if and only if Senate Bill 3539 of the 96th General Assembly becomes law, then the provisions of that bill abolishing the death penalty are repealed. Effective July 1, 2011.
Amends the Illinois Vehicle Code. Provides that failure to wear a seat safety belt shall be considered evidence of negligence (instead of "shall not be considered evidence of negligence, shall not limit the liability of an insurer, and shall not diminish any recovery for damages arising out of the ownership, maintenance, or operation of a motor vehicle").
Amends the Firearm Owners Identification Card Act. Provides that notwithstanding any other provision of law, the names and information of applicants or holders of a Firearm Owner's Identification ("FOID") Card are considered private and shall not be disclosed. Provides that no State or local law enforcement agency shall provide lists of information pertaining to FOID Card holders or applicants. Provides that a law enforcement agency may disclose whether an individual has or has not been issued, applied for, or denied a FOID Card in connection with a criminal investigation. Effective immediately.
Amends the Illinois Mathematics and Science Academy Law. Provides that the Illinois Mathematics and Science Academy Law shall develop an additional residential campus in a county with a population less then 400,000. Effective immediately.
Creates the Retail Merchant Display Act. Contains only a short title provision.
