CD CORR-MERITORIOUS GOOD TIME

Amends the Unified Code of Corrections. Provides that the Director of Corrections shall provide the Governor with monthly written reports, and the General Assembly with an annual written report, on the award of good conduct credit for meritorious service. Provides that these reports must include: (1) the number of inmates awarded good conduct credit for meritorious service; (2) the jurisdictions from which these inmates were committed and into which they were or will be released; (3) the average amount of good conduct credit for meritorious service awarded; (4) the holding offenses for good conduct credit for meritorious service awardees; and (5) the number of good conduct credit for meritorious service revocations. Provides that as to both reports, the Department of Corrections must publish the reports on its website within 48 hours of transmitting them to the respective parties. Effective immediately.

GOVERNMENTAL ETHICS-GA

Amends the Illinois Governmental Ethics Act. Repeals various provisions of the Code of Conduct Article of the Act. In the Part of that Article concerning rules of conduct for legislators, adds criminal penalties for intentional violations. In the Part of that Article concerning ethical principles for legislators, replaces provisions concerning conflicts of interest with provisions prohibiting legislators from taking specified actions with regard to matters in which they are financially interested. Moves provisions prohibiting a legislator from engaging in conduct which is unbecoming to a legislator or which constitutes a breach of public trust from the Part concerning rules of conduct to the Part concerning ethical principles for legislators. Deletes language stating that the provisions of the Part concerning ethical principles for legislators are intended only as guides to legislator conduct, and adds language to that Part providing that it shall be enforced by disciplinary action and that administrative fines may be levied by the Legislative Ethics Commission under specified circumstances. Amends the State Officials and Employees Ethics Act to provide that a Legislative Inspector General shall investigate specified matters under the Illinois Governmental Ethics Act. Makes other changes.

MECHANICS LIEN BONDING

Amends the Mechanics Lien Act. Provides that if questions arise between incumbrancers and lien creditors, all previous incumbrances shall be preferred to the extent of the value of the land at the time of making of the contract plus (instead of at the time of making of the contract, and the lien creditor shall be preferred to the value of the improvements erected on the premises) the value of the improvements paid for pursuant to the Act by said incumbrancer for the building erected, or materials furnished, and the lien creditor shall be preferred to the value of its share of the unpaid improvements erected on said premises. Adds provisions pertaining to surety bonds over: a recorded mechanics lien claim; a claim on funds in the hands of the owner; and on public construction funds. Provides procedures and requirements for filing surety bonds. Provides that a corporate surety bond for the purposes of these provisions shall meet specified requirements. Provides that a surety bond shall be in an amount equal to 1 1/2 times the amount of the mechanics lien or claim, plus costs, and include additional documents and information. Provides that for a condominium, the current owners and lenders of the condominium may be represented by the condominium association. Includes other provisions.

ELECTIONS-CANDIDATE TAX RETURN

Amends the Election Code. Requires that a candidate for nomination or election to a statewide office must file copies of his or her most recent personal income tax returns with the State Board of Elections. Specifies filing deadlines.

INC TX-RESTORE NET OPERATING

Amends the Illinois Income Tax Act. Restores a net loss carryover deduction for taxable years ending after December 31, 2010 and prior to December 31, 2014. Effective immediately.

USE/OCC TAX-FUEL-CAPITAL

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Department shall pay into the Capital Projects Fund 80% of the net revenue realized for the preceding month from the 6.25% general rate on the selling price of motor fuel and gasohol. Provides that, if in any month deposits into the Capital Projects Fund from the 6.25% general rate on the selling price of motor fuel and gasohol would cause the balance in the Capital Projects Fund to meet or exceed the amount necessary for payment of debt service on bonds issued for capital projects, then the amount of the deposit that exceeds the debt service obligations shall be deposited into the Road Fund. Repeals the Video Gaming Act and makes conforming changes. Contains an inseverability clause. Effective immediately.

ST ETHICS-ST EMPLOYEE PSA

Amends the State Officials and Employees Ethics Act. Applies the prohibitions against the inclusion of names, images, and voices in public service announcements and the printing of names and images on promotional materials to State employees who are candidates for public office (now, the prohibitions apply only to executive branch constitutional officers and General Assembly members).

GOMB-POSTING REQUIREMENTS

Amends the Governor's Office of Management and Budget Act. Provides that, beginning the first full calendar week of July in 2011, the Office shall post and maintain on the Office's official Internet website, information detailing the State's debt paydown. Sets forth the requirements for the website. Provides that the information on the website must include the assets, liabilities, and unfunded liabilities of the Teachers Retirement System, State Employees Retirement System, State Universities Retirement Systems, Judges Retirement System, and General Assembly Retirement System. Effective immediately.
