IDPH-BREAST CANCER EDUCATION

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings concerning breast cancer patient education. Provides that the Director of Public Health shall provide for the planning and implementation of an education campaign to inform breast cancer patients, especially those in racial and ethnic minority groups, anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options. Provides that the campaign shall include the dissemination, at a minimum, on relevant State health Internet websites, including the Department of Public Health's Internet website, of certain information. Provides that beginning no later than 2 years after the effective date of the amendatory Act and continuing each second year thereafter, the Director shall submit to the General Assembly a report describing the activities carried out under the provision concerning breast reconstruction education during the preceding 2 fiscal years, including evaluating the extent to which the activities have been effective in improving the health of racial and ethnic minority groups.

SCH CD-HEROIN USE TASK FORCE

Amends the School Code. Creates the Young Adults Heroin Use Task Force to address the growing problem of heroin use in high schools across this State. Sets forth the membership of the Task Force. Requires the Task Force to conduct a study on the heroin use problem in high schools and suggest programs for high schools to use to address the problem, which programs may involve local law enforcement agencies. Requires the Task Force to report its findings and recommendations to the General Assembly and Governor on or before June 30, 2014. Abolishes the Task Force and repeals these provisions on July 1, 2014. Effective immediately.

LIQUOR MANUFACTURER AGENT-FEES

Amends the Liquor Control Act of 1934. Provides that manufacturers shall pay a fee of $250 when registering agents, representatives, or persons acting on behalf of a manufacturer. Provides that manufacturers shall send a list of their registered agents to any distributor or importing distributor to which the manufacturer has granted the right to sell at wholesale. Changes the punishment for knowingly misstating any material fact under oath in an application from a Class B misdemeanor to a business offense.

VEH CD-3-AXLE MIXERS:WEIGHT

Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle combination sewer cleaning jetting vacuum truck registered as a Special Hauling Vehicle, used exclusively for the transportation of non-hazardous solid waste, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that both of these vehicles are not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles. Effective immediately.

VEH CD-RENTAL INSURANCE: FEES

Amends the Renter's Financial Responsibility and Protection Act. Provides that beginning January 1, 2014, the amount that a rental company may charge for a collision damage waiver shall increase to $13.50 per day. Provides that beginning January 1, 2015, the amount that a rental company may charge for a collision damage waiver shall increase on the first day of the year and every year thereafter by the lesser of: (i) the Consumer Price Index for all Urban Consumers for the previous calendar year as determined by the United States Department of Labor; or (ii) 5%. Effective immediately.

ONLINE BUDGET PUBLICATION

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that within 30 days of its enactment into law, the Governor's Office of Management and Budget shall publish to its website the budget of the State of Illinois for the coming fiscal year in its entirety in specified formats.

PENCD-SERS-NO BOARD STIPENDS

Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2013, "compensation" does not include any stipend payable to an employee for service on a board or commission. Effective immediately.

MUNI-DRAINAGE MAINTENANCE

Amends the Illinois Municipal Code. Provides that the corporate authorities of cities and villages must also maintain storm sewers, detention basins, and retention basins for drainage purposes.

EAT LOCAL BUY ILLINOIS DAY

Amends the State Commemorative Dates Act. Designates the first Saturday of each month Eat Local, Buy Illinois Products Day. Directs the Department of Agriculture's Illinois Product Logo Program to assist in increasing awareness and sales of Illinois food and agribusiness products. Effective immediately.

PARKS ANNUAL APPROPRIATION

Amends the Park District Code. Permits the governing body to approve a supplemental appropriation ordinance, but only with respect to additional revenue that becomes available to the Park District or is estimated to be received by the Park District subsequent to the adoption of the annual appropriation ordinance for that fiscal year. Provides that publication, notice, and hearing requirements are not applicable to the supplemental ordinance and the budget document forming the basis of that ordinance. Effective immediately.
