Amends the O'Hare Modernization Act. Provides that, for the 2005 taxable year and for each of the 4 taxable years thereafter, the City of Chicago must pay to each taxing district other than a school district or a community college district the total amount of the property tax liability of the acquired parcels for the taxing district for the 2002 taxable year, increased or decreased for each year by the lesser of 5% or the annual increase in the Consumer Price Index. Provides that funds payable by the City under this provision must be paid exclusively from non-tax revenues generated at airports owned by the City and may not exceed the amount of those funds that can be paid for that purpose under certain provisions of federal law. Effective immediately.

Amends the Illinois Municipal Code. Provides that in municipalities of fewer than 500,000 inhabitants, any work or public improvement contract in excess of $50,000 (now, $10,000), that is not to be paid by a special tax or a special assessment, shall be let to the lowest responsible bidder. Provides that when the municipality, after a two-thirds vote of alderman or trustees to approve the ordinance, directs one of its officers to employ manual labor, laborers, and artisans for a construction or improvement project that all material used for that construction or project that has a value of $50,000 (now, $10,000) or more shall be let to the lowest responsible bidder. Provides that in municipalities of more than 500,000 inhabitants, a purchase order or a contract of any nature for labor, services, or work, or for the purchase, lease, or sale of personal property, materials, equipment, or supplies must be let for bid if the amount of the purchase order, lease, or contract exceeds $50,000 (now, $10,000).
Amends the Fire Protection District Act. Increases to 0.60% (now, 0.40%) the maximum allowable tax rate that the Board of Trustees of a fire protection district may levy upon all taxable property within the territorial limits of the district. Makes other changes.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning findings of public bodies and the Department of Labor.
Amends the Illinois Income Tax Act. Allows a credit against income tax for individual taxpayers who are 62 years of age or older in an amount equal to the aggregate amount that the taxpayer pays during the taxable year to qualify for Medicare Part D benefits under Title XVIII of the federal Social Security Act. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the sunset provisions. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage for the treatment of pervasive developmental disorders. Amends the Illinois Insurance Code to provide that certain mental health coverages apply to health maintenance organizations and individual policies of accident and health insurance. Effective immediately.
Amends the Department of Employment Security Law. Requires the Department of Employment Security, through its Illinois Skills Match Program, to implement and administer a central clearinghouse for information and opportunities for those seeking employment in Illinois. Requires the Department to maintain a web site that allows job seekers easy access to employment opportunities that match the skills of the person seeking employment. Requires all executive branch State agencies to use the program. Allows, and encourages, units of local government, school districts, and other public and private employers to use the program. Provides that the Department may not charge any employer or any person seeking employment a fee for using the program. Authorizes the Department to adopt rules. Effective immediately.
Mourns the death of Jay W. Stream, the founder of the Village of Carol Stream.
Amends the Criminal Code of 1961 relating to the offense of criminal sexual assault. Provides that a person also commits the offense when he or she commits an act of sexual penetration with a victim who was under 19 years of age and who is enrolled in high school when the act was committed and the accused was 17 years of age or older and held a position of trust, authority, or supervision in relation to the victim at the same high school. Effective immediately.
Amends the State Finance Act. Makes a technical change in a Section concerning the State Pensions Fund.
