Amends the O'Hare Modernization Act. Makes a technical change in a Section concerning the acquisition of property.

Creates the Credit Report Protection Act. Provides that a consumer may place a security alert in his or her credit report by making a request to a consumer credit reporting agency. Provides that a consumer credit reporting agency shall notify each person requesting consumer credit information, with respect to a consumer, of the existence of a security alert in the credit report of that consumer. Provides that a consumer may place a security freeze on his or her credit report by making a request to a consumer credit reporting agency. Provides that if a security alert or security freeze is in place, a consumer credit reporting agency shall not modify certain information in a consumer credit report without sending a written confirmation of the change to the consumer within 30 days of the change being posted to the consumer's file. Provides that a consumer credit reporting agency may charge a reasonable fee to a consumer that elects to freeze, remove the freeze, or temporarily lift the freeze, except that a consumer credit reporting agency shall not charge a fee to a victim of identity theft that has submitted a valid police report. Provides that a consumer credit reporting agency shall supply files and credit report information to a consumer during normal business hours and on reasonable notice, subject to certain conditions. Provides certain exemptions.
Amends the Illinois Income Tax Act. In a provision concerning the tax credit for residential real property taxes, provides that, for taxable years ending on or after December 31, 2005, the amount of the credit is a percentage, based upon the taxpayer's household income, of the real property taxes paid by the taxpayer during the taxable year on the principal residence of the taxpayer (now, the amount of the credit is 5% of the real property taxes for all taxpayers). Effective immediately.
Amends Mechanics Lien Act. Permits a lien for leasing construction equipment used for improving real estate. Excludes improvements to single family residences or multi-family residences with fewer than 12 units in a single building. Effective immediately.
Creates the Ultrasound Administration Act. Requires a person that issues an order or a referral for the administration of an ultrasound upon a pregnant woman to be licensed to practice medicine in all of its branches, licensed as an advanced practice nurse, or licensed as a certified nurse midwife. Provides that an order or referral for the administration of an ultrasound shall not be issued for entertainment purposes or for any other purpose which is not warranted by the condition of the patient as determined by the treating physician, advanced practice nurse, or certified nurse midwife. Provides that any person, except a person authorized to issue an order or a referral pursuant to the Act, who administers an ultrasound upon a pregnant woman without an order or referral, shall be guilty of a Class A misdemeanor.
Creates the Employer Act. Contains only a short title provision.
Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to apply for an appropriate waiver of federal law and regulations in order to provide medical assistance coverage for home and community-based services for children under age 18 with autism. Effective immediately.
Amends the Park District Code. Provides that a park district is required to do a criminal background investigation only on those applicants for employment with the district who are age 17 years or older (now, a criminal background investigation is required for all applicants).
Amends the State Finance Act. Exempts the Underground Storage Tank Fund from the Act's administrative charge-back provisions. Effective immediately.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Office of the Comptroller. Provides that the Treasurer shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. Effective upon being declared adopted, and applies upon conclusion of the terms of the Comptroller and Treasurer elected in 2006.
