Amends the Public Utilities Act. Provides that after the effective date of the amendatory Act, no person may plant a tree under overhead electric power lines. Provides that the electric utility may remove any tree in violation of the specified provisions.

Creates the Nonprobate Transfer Act. Authorizes a transferring entity to act as an agent for an owner of property subject to a nonprobate transfer. Provides that a nonprobate transfer is nontestamentary and is exempt from the requirements of the Probate Act of 1975 and lists the provisions allowed for the nonprobate transfer. Outlines the transfer, registration, and revocation procedures for nonprobate transfers. Provides that prior to the death of the owner, a beneficiary shall have no rights in the property by reason of the beneficiary designation. Provides that, if a beneficiary disclaims, in whole or in part, the nonprobate transfer, then the disclaimant is treated as having predeceased the owner, unless the beneficiary designation provides otherwise. Disqualifies a beneficiary designation in the event that it is procured by fraud, duress, or undue influence. Sets out rules. Provides that recipients of a recoverable transfer shall pay a pro rata share to cover statutory allowances and claims due by the estate.
Amends the Criminal Code of 1961. Provides that a child sex offender may not knowingly loiter or knowingly reside within 750 (rather than 500) feet of a school, playground, child care institution, day care center, part day child care facility, a facility providing programs or services exclusively directed toward persons under 18 years of age, or victim of a sex offense or knowingly loiter on a public way within 750 (rather than 500) feet of a public park. Amends the Sex Offender Registration Act. Provides that a child sex offender shall sign a statement that he or she understands that according to Illinois law as a child sex offender he or she may not reside within 750 (rather than 500) feet of a school, park, or playground and may not reside within 750 (rather than 500) feet of a facility providing services directed exclusively toward persons under 18 years of age unless the sex offender meets specified exemptions.
Amends the School Code. Requires the State Board of Education, in conjunction with the Department of Public Health, to develop and make available to each school board guidelines for the management of students with life-threatening food allergies. Requires each school board to implement a plan based on the guidelines for the management of students with life-threatening food allergies.
Amends the Assisted Living and Shared Housing Act. Provides that for assisted living or shared housing establishments granted a 2-year license, the Department of Public Health shall conduct an on-site review every 2 years (instead of annually). Requires revocation of a 2-year license and replacement with a one-year license if a licensee has admitted or retained a resident in violation of provisions of the Act concerning residency requirements in the preceding 24 months. Effective immediately.
Amends the State Finance Act. Creates the Medicaid Fund Receipt Account within the General Revenue Fund. Provides that the receipt of all federal Medicaid reimbursement funds must be recorded as an entry in this account and that all such receipts must be expended solely for the purposes for which they were received and may not be expended or diverted for any other purpose.
Amends the Liquor Control Act of 1934. Provides that no license of any kind issued by the State Commission or any local commission shall be issued to a person who intends to sell alcoholic liquors for use or consumption on his or her licensed retail premises who does not post a poster or sign in a conspicuous place stating, "If you weigh 160 pounds and consume four alcoholic drinks in 1 hour, your blood alcohol concentration will be .08.".
Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Provides that on and after July 1, 2008, screening and diagnostic mammography shall be reimbursed under the medical assistance program at the same rate as the Medicare program's rates, including the increased reimbursement for digital mammography. Requires the Department of Healthcare and Family Services to take certain actions in relation to breast cancer screening and treatment, including establishment of bonus payments to mammography facilities meeting certain standards, a rate methodology for certain providers, and a performance goal for primary care providers; also requires the Department to establish a case-management or patient-navigation pilot program. Provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed after the effective date of this amendatory Act must provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions that are generally applicable to coverage for other conditions. Provides that mandatory insurance coverage relating to mammography shall be provided at no cost to the insured and shall not be subject to an annual or lifetime maximum benefit. Makes other changes in relation to mammography coverage, and makes these changes to the Illinois Insurance Code also applicable to the State Employees Group Insurance Act of 1971, the Health Maintenance Organization Act, and other Acts. Sets forth a statement of legislative intent and provides that the bill's provisions may be referred to as the Reducing Breast Cancer Disparities Act. Effective immediately.
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that notwithstanding any other provision of any of those Acts to the contrary, the Department of Human Services or the Department of Healthcare and Family Services shall require an applicant for or recipient of benefits under any of those Acts to supply at least 2 consecutive pay stubs for the purpose of determining the applicant's or recipient's income eligibility for those benefits. Effective immediately.
Amends the Illinois Insurance Code. Requires coverage of treatment for mental, emotional, or nervous disorders or conditions by a licensed marriage and family therapist when the insurance covers mental, emotional, or nervous disorders or conditions. Effective immediately.
