UNEMPLOY INS-VOLUNTEER FIRE

Amends the Unemployment Insurance Act. Provides that "employment", for purposes of the Act, does not include service performed as a volunteer firefighter on or after the effective date of the amendatory Act.

UMBILICAL CORD BLOOD BANK COMM

Creates the Umbilical Cord Blood Bank Commission. Sets out the specific requirements for appointment to the Commission. Sets out the specific duties and responsibilities of the Commission with respect to the development of plans regarding umbilical cord blood and placental tissue. Provides that the Commission shall file a report with the Governor and the General Assembly by January 1, 2009. Provides that the report shall contain recommendations for a plan to establish the Illinois Umbilical Cord Blood Bank based upon the activities and findings of the Commission. Effective immediately.

SCHOOL WIND/SOLAR GENERATION

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, the State Finance Act, the School Code, and the Public Community College Act. Creates the School Wind and Solar Generation Program to fund wind generation projects and solar generation projects for school districts and community college districts. Requires the Department of Commerce and Economic Opportunity to implement and administer the program; allows the Department to award full or partial grants for, without limitation, engineering studies, feasibility studies, research studies, and construction costs. For each of the fiscal years 2009 through 2013, requires the State Comptroller to order transferred and the State Treasurer to transfer $5,000,000 from the General Revenue Fund to the School Wind and Solar Generation Fund, a special fund in the State treasury. Provides that all money in the Fund must be used for the purposes of the program. Allows school districts and community college districts to own and operate solar generation turbine farms (not just wind generation turbine farms) that directly or indirectly reduce energy or other operating costs. Effective immediately.

COVERING ALL KIDS-CITIZENSHIP

Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for benefits under the Act, an individual who is otherwise eligible must be either a United States citizen or included in one of certain specified categories of non-citizens. Provides that the Department of Healthcare and Family Services may, by rule, cover prenatal care or emergency medical care for non-citizens who are not otherwise eligible under these provisions. Effective immediately.

GOMB-FUNDS-TRANSPARENT WEBSITE

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

DCEO-RENEWABLE ENERGY

Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Provides that the Department of Commerce and Economic Opportunity must develop a program to promote renewable energy and net metering options in the State.

DHFS-KIDCARE-ASSETS-REPORTING

Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. In connection with eligibility for the KidCare and Covering ALL KIDS programs, sets an asset limit of $10,000, excluding the value of the child's residence and the value of a vehicle (other than a recreational vehicle) used for transportation. Makes changes concerning the reporting of changes in income and other circumstances that affect eligibility, and provides that a failure to report is a Class A misdemeanor with a maximum fine of $10,000 under the public assistance fraud provisions of the Illinois Public Aid Code; also provides for repayment of an amount equal to benefits that were wrongly received. Requires the Department of Healthcare and Family Services to adopt rules within 60 days. Makes the reporting, penalty, and rulemaking provisions also applicable to the FamilyCare program under the Children's Health Insurance Program Act. Effective immediately.

FINANCE-MEDICAL BILLS

Amends the State Finance Act concerning fiscal year limitations on spending. With respect to the authority that certain agencies now have to make payments from current appropriations for certain medical services provided in a previous fiscal year, terminates that authority on June 30, 2010.

STATE FACILITY OVERTIME ACT

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
