Amends the Common Interest Community Association Act. Provides that any matter discussed in the portion of the board meeting closed to members of the association shall be generally noted in the minutes of the immediately following meeting that is open to any member. Provides that minutes of (i) meetings of the board of directors or managers other than the portion of the board meeting closed to members of the association; (ii) meetings of the membership; or (iii) meetings of committees with decision making authority must be made available to members within 30 calendar days of the meeting unless a subsequent meeting is held less than 30 calendar days after the meeting, in which case the minutes shall be made available to the members no less than one calendar day before the following meeting. Provides that "minutes" includes draft minutes proposed for adoption and marked to indicate draft status until such time as they are adopted. Provides that certain specified common interest community associations having 10 units or less (instead of "either (i) 10 units or less or (ii) annual budgeted assessments of $100,000 or less") are exempt from the Common Interest Community Association Act.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the applicability of the common law.
Amends the Child Care Act of 1969. In the Section concerning advertisement of adoption services, provides that "advertise" includes communication by any computerized communication system, including by electronic mail, Internet site, Internet account, or any similar medium of communication provided via the Internet. Provides that "Internet account" means an account created within a bounded system established by an Internet-based service that requires a user to input or store access information in an electronic device in order to view, create, use, or edit the user's account information, profile, display, communications, or stored data. Provides that any person who sends a child out of this State, brings a child into this State, or causes a child to be sent out of this State or brought into this State for the purpose of permanently transferring physical custody of the child to a person who is not related to the child is guilty of a Class A misdemeanor. Provides exceptions for placements in accordance with court order or that are authorized under the Act or the Juvenile Court Act of 1987, the Adoption Act, the Interstate Compact on the Placement of Children, or the Intercountry Adoption Act of 2000.
Amends the Code of Criminal Procedure of 1963. Provides if the court is of the opinion that the defendant will appear as required either before or after conviction and the defendant will not pose a danger to any person or the community and that the defendant will comply with all conditions of bond the defendant must be released on his or her recognizance (rather than may be released on his or her recognizance). Requires the court to consider several release factors in reaching its opinion on release of the defendant on his or her recognizance and before considering monetary bail.
Amends the Counties Code. Provides that the Local Government Reduction and Efficiency Division of the Counties Code applies to all counties (currently, only applies to DuPage County).
Amends the Illinois Coal and Energy Development Bond Act. Makes a technical change in a Section concerning definitions.
Amends the Rights of Crime Victims and Witnesses Act. Provides that in addition to the rights enumerated in the Act, if the offense is a sexual assault, the victim, guardian of a victim, or close relative of a deceased victim is entitled to the following rights within the criminal justice system: (1) if requested, the right to a disclosure of information regarding any evidence that was collected during the investigation of the offense, unless disclosing the information would interfere with the investigation or prosecution of the offense, in which event the victim, guardian, or relative shall be informed of the estimated date on which that information is expected to be disclosed; (2) if requested, the right to a disclosure of information regarding the status of any analysis being performed of any evidence that was collected during the investigation of the offense; (3) if requested, the right to be notified of the results of the comparison of any biological evidence collected during the investigation of the offense with DNA profiles maintained in a state or federal DNA database, unless disclosing the results would interfere with the investigation or prosecution of the offense, in which event the victim, guardian, or relative shall be informed of the estimated date on which those results are expected to be disclosed; (4) if requested, the right to counseling regarding AIDS and HIV infection; (5) for the victim of the offense, testing for AIDS, HIV infection, antibodies to HIV, or infection with any other probable causative agent of AIDS; and (6) the right to a forensic medical examination if, within 96 hours of the offense, the offense is reported to a law enforcement agency or a forensic medical examination is otherwise conducted at a health care facility.
Amends the School Code. Provides that a separate tax shall be levied by the Chicago Board of Education for the purpose of making an employer contribution to the Public School Teachers' Pension and Retirement Fund of Chicago, at the rate of 0.26%; requires the proceeds from this separate tax to be paid directly to the Pension Fund. Makes a corresponding reduction in the rate limitation for the tax for general educational purposes. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the general purposes of the Code.
Creates the Financial Transaction Tax Act. Beginning January 1, 2016, imposes a tax on the privilege of engaging in a financial transaction on any of the following exchanges or boards of trade: the Chicago Stock Exchange, the Chicago Mercantile Exchange, the Chicago Board of Trade, and the Chicago Board Options Exchange. Provides that the tax is imposed at a rate of $1 per contract for all transactions for which the underlying asset is an agricultural product and $2 per contract for all other contracts. Provides that the term "financial transaction" means a transaction involving the purchase or sale of a stock contract, futures contract, swap contract, credit default swap contract, or options contract, but does not include a transaction involving securities held in a retirement account or a transaction involving a mutual fund. Effective immediately.
