Amends the Fire Protection District Act. Provides that, if a fire protection district makes a contract with a separate fire department entity to provide fire protection services for the district, then the fire protection district may sell assets and invest the proceeds using the Public Treasurers' Investment Pool. Specifies that the proceeds and investment income must be used by a fire protection district to pay for the district's contractual obligations to a separate fire department entity or for any other fire protection related purpose. In a Section authorizing a Board of Trustees of a fire protection district to levy taxes, adds that a Board of Trustees may levy taxes for the purpose of paying all contractual obligations to a separate fire department entity or any other fire protection related purpose. Provides that the Board of Trustees may accumulate funds for the purpose of paying all contractual obligations to a separate fire department entity for fire protection services. Effective immediately.

Amends the Hospital Licensing Act. Provides that the Department of Public Health shall prescribe, by rule, standards for hospital bills and statements of account. Provides that at a minimum, the standards shall require hospitals to indicate on bills and statements of account the actual cost to the hospital of items being charged to the patient.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, when assessing payment for any amount due for earnings increases in excess of 6%, the System shall exclude earnings increases as a result of accepting school-sponsored, extra-curricular assignments. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning possession of explosives or explosive or incendiary devices.
Amends the Election Code with respect to campaign finance. Limits a candidate to the establishment of one political committee; permits a General Assembly caucus leader to establish an additional caucus committee. Requires candidates, and permits political parties and General Assembly caucus leaders, to designate a single political committee to accept campaign contributions and regulates the manner of designation. Sets limits on the amount of campaign contributions an individual, a corporation, a labor organization, and an association may make to political committees of public office candidates, established political parties, political party committeeperson candidates, and legislative caucuses. Regulates the solicitation by corporations, labor organizations, and associations of employees and employee families for campaign contributions.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that annual revenues in excess of the budget for a redevelopment project area must be returned to the affected taxing districts. Provides that all redevelopment project areas must be approved by a majority vote of each county board and the governing authorities of the other taxing districts with boundaries that overlap the proposed redevelopment project area. Requires a municipality to create a citizen review panel for any redevelopment project area created by a municipality. Provides that a municipality must seek the advice of the citizen review panel concerning the budget and goals for redevelopment project areas.
Creates the Illinois Diesel Emissions Reduction Act. Creates the Illinois Diesel Emissions Reduction Funding Program and the Diesel Emissions Reduction Fund. Provides that moneys in the Fund shall be used only to implement the Funding Program. Requires the collection of a surcharge on the retail sale or lease of certain diesel vehicles that are of a model year 2006 or earlier and are not equipped with Level 3 Controls. Requires a similar surcharge on the registration of certain diesel vehicles. Requires the Illinois Environmental Protection Agency, in consultation with the State Treasurer and after notice and public comment, to promulgate rules to establish and implement the Diesel Emissions Reduction Funding Program. Sets out guidelines for the administration of the Diesel Emissions Reduction Funding Program and the corresponding grant and rebate programs. Provides that the Agency may seek injunctive relief in any court of competent jurisdiction to enforce any provision of the Funding Program. Amends the Illinois Vehicle Code. Provides that the Secretary of State shall require additional information with the registration of a diesel motor vehicle to support a reliable and complete inventory of diesel motor vehicles in the State. Provides that the Secretary of State, in consultation with the Illinois Department of Transportation and the Agency, shall, promulgate regulations by October 1, 2010 to develop a program for registration of diesel nonroad vehicles, locomotives, and diesel marine vessels, and shall implement the program beginning January 1, 2010. Contains other provisions. Effective immediately.
Amends the School Code. In provisions concerning sick leave for certain employees of school districts other than Chicago, provides that if an employee other than a teacher does not use the full amount of annual leave allowed, the unused amount shall be allowed to accumulate to a minimum available leave of 240 (instead of 180) days at full pay, including the leave of the current year. Provides that if an employee other than a teacher is subject to a reduction in force, the employing district shall maintain on its records all accumulated sick leave days, which must be recredited to the employee at the time of recall. Provides that if the employee is not recalled, then the district shall pay the employee, at the expiration of the recall period, the cash value for all accumulated sick leave at the daily rate of pay at the time of the layoff. Amends the State Mandates Act to require implementation without reimbursement.
Authorizes the Illinois State Toll Highway Authority to expand the Illinois toll highway system to include a bypass to O'Hare International Airport (commonly known as Western Access) to be constructed generally along the western edge of the O'Hare International Airport between I-90 (Northwest/Jane Addams Tollway) and I-294 (Tri-State Tollway), with the extension to be constructed in a generally east-west direction between west of I-290 (near Roselle Road) at the west and the Bypass at the east (commonly known as the Elgin-O'Hare Expressway).
