Amends the Department of Public Aid Law of the Civil Administrative Code of Illinois and the State Finance Act. Creates the Hunger Relief Fund as a special fund in the State treasury. Provides that, from appropriations to the Department of Healthcare and Family Services from the Fund, the Department shall make grants to townships for general assistance programs targeted to providing hunger relief. Amends the Illinois Income Tax Act. Creates a tax checkoff for the Hunger Relief Fund. Amends the State Finance Act to create the Fund. Effective immediately.

Amends the Alternative Health Care Delivery Act and the Hospital Licensing Act. Provides that there shall be no more than the total postsurgical recovery care centers with certificate of need for beds as of January 1, 2008 (instead of a total of 12 centers); deletes provisions concerning specific locations of postsurgical recovery care centers. Repeals a provision that once the Department of Public Health has authorized a total of 12 postsurgical recovery care centers, no new centers shall be authorized for the duration of the demonstration program. Provides that for purposes of the Hospital Licensing Act, "hospital" includes postsurgical recovery care hospitals, and provides for the licensing of such hospitals. Eliminates obsolete provisions and makes other changes. Effective July 1, 2009.
Appropriates $7,537,500 from the General Revenue Fund to the Department of Human Services for a grant to the Illinois Food Bank Association (Feeding Illinois) to operate the Food for Families Program. Effective July 1, 2009.
Amends the Illinois Insurance Code. Sets forth provisions concerning restrictions on payment and reimbursement. Provides that a contracting entity, insurer, or third-party administrator may not grant access to a provider's health care services and contractual discounts pursuant to a provider network contract or reimburse a physician or other provider on a discounted fee basis for covered services that are provided to an insured unless certain conditions are met. Provides that a party to a preferred provider contract may not sell, lease, or otherwise transfer information regarding the payment or reimbursement terms of the contract without notification to and the authority of the other contracting parties. Sets forth requirements for a contracting entity, insurer, or third-party administrator that grants access to a provider's health care services and contractual discounts pursuant to a provider network contract. Provides that the Department of Insurance shall enforce the provisions concerning restrictions on payment and reimbursement. Sets forth penalties for violations of the Act.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "year".
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the definition of "aggregate extension" does not include special purpose extensions made for the purposes of a county funding the care and treatment of its citizens who are mentally retarded or under a developmental disability. Provides that the county clerk shall calculate separate limiting rates for the funds for persons with a developmental disability if a tax is approved by the electors of the county at referendum. Amends the County Care for Persons with Developmental Disabilities Act. Provides that taxes levied under the Act must be approved by referendum. Repeals a Section of the Act providing that taxes levied under the Act are subject to a back-door referendum. Provides that the electors of the county may provide, by petition and referendum, for the establishment and maintenance of facilities or services for the benefit residents with a developmental disability and the levy of an annual tax not to exceed 0.1% upon all the taxable property in the county for those purposes. Effective immediately.
Amends the Riverboat Gambling Act. Requires the Illinois Gaming Board to award owners licenses to applicants whose plans (i) generate the highest amount of revenue to the State and (ii) provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to this Act. Conditions the approval of relocation to a new home dock location for a licensee that was not conducting riverboat gambling on January 1, 1998 upon the determination that the new home dock provides for the least amount of cannibalization of an existing licensee's revenues. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person convicted of knowingly making a video record or transmitting live video of another person without that person's consent in a restroom, tanning bed, tanning salon, locker room, changing room, or hotel bedroom shall be mandatorily sentenced to a minimum of 6 consecutive months of imprisonment. Provides that the imprisonment shall not be subject to suspension, nor shall the person be eligible for probation in order to reduce the sentence.
Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning previous collective bargaining agreements.
Creates the Emissions Testing Center Act. Contains only a short title provision.
