CRIM CD-CRIM TRANSMISSION HIV

Amends the AIDS Confidentiality Act. Provides that the identity of any person upon whom an HIV test is performed, and the results of such a test in a manner which permits identification of the subject of the test may be disclosed to a court in accordance with the provisions of the statute concerning the offense of criminal transmission of HIV. Amends the Criminal Code of 1961 concerning criminal transmission of HIV. Changes the definition of "intimate contact with another" to the direct skin or mucous membrane contact with the blood or bodily fluids of an individual which is of a nature that may reasonably transmit HIV. Provides that a prosecuting entity may issue a subpoena duces tecum for the records of a person charged with the offense of criminal transmission of HIV or a subpoena for the attendance of a person with relevant knowledge thereof so long as the return of the records or attendance of the person pursuant to the subpoena is submitted initially to the court for an in camera inspection. Provides that only upon a finding by the court that the records or proffered testimony are relevant to the pending offense, the information sought by the subpoena shall be disclosed to the prosecuting entity and admissible if otherwise permitted by law. Effective immediately.

PUBLIC SAFETY EMPLOYEES

Amends the Public Safety Employee Benefits Act relating to health insurance benefits for a public safety officer or his or her spouse or dependents when the public safety officer suffers catastrophic injury or is killed in the line of duty. Provides that health insurance benefits available (rather than payable) from any other source shall reduce those benefits. Provides that the injured employee shall notify the employer of new employment and the availability of a group health insurance plan through the new employer. Provides that the injured employee shall notify the employer of a group health insurance plan available through a spouse's employment. Provides that the injured employee shall be required to accept an available group health insurance plan available to the employee or spouse, whether through new employment or the spouse's employment.

PEN CD-IMRF-SICK LEAVE-SCHOOLS

Amends the IMRF Article of the Illinois Pension Code. In provisions concerning creditable service, provides that if the employee was in the service of more than one school district, then the sick leave days from all such employers shall be credited (currently only sick leave days from last employer). Provides that in calculating the creditable service, the sick leave days from the last employer shall be considered first, then the remaining sick leave days shall be considered until there are no more days or the maximum creditable sick leave threshold has been reached. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
