Amends the Charter Schools Law of the School Code. Establishes the Illinois Charter Public School Commission as an independent, State-level, charter school authorizing entity working in collaboration with the State Board of Education. Includes provisions concerning membership, funding, staff, and powers and duties; Illinois Schools of Excellence charter school applications; limiting a school board's authority to authorize charter schools; the approval of cosponsors, a cosponsor agreement, the duties of a sponsor, and sponsor immunity; and an annual report to the General Assembly and the State Board. Provides that every 2 years (instead of annually), the State Board shall compile evaluations of charter schools received from school boards. Effective immediately.

Creates the Drug Dealer Registration Law. Requires persons who commit offenses relating to the illegal manufacture, delivery, or possession with intent to manufacture or deliver cannabis, a controlled substance, or methamphetamine to register for a 10 year period with the local law enforcement agency of the municipality or county in which they reside, or are employed, or attend school. Establishes procedures and requirements of registration and provides penalties for non compliance. Creates the Drug Dealer Community Notification Law. Provides that information about registered drug dealers shall be made available to the public through a statewide Drug Dealer Database accessible on the Internet by means of a hyperlink labeled "Drug Dealer Information" on the Department of State Police's web home page. Amends the State Finance Act. Creates the Drug Dealer Registration Fund in the State treasury. Provides that the provisions of the Act are severable.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Illinois State Agency Historic Resources Preservation Act. Grants a right of private action against violations of the Act. Makes other changes. Effective immediately.

Amends the Election Code. When the Governor appoints a special election to fill a congressional vacancy, requires that the Governor appoint the primary and election days within 10 days after the vacancy occurs, after consultation with the clerks of the affected counties and the State board of Elections (now, the Governor, within 5 days after the vacancy occurs, appoints a day within 115 days for the special election).
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning February 1, 2008 and through April 30, 2008, no tax is imposed under those Acts upon the use or sale of certain energy-efficient products. Authorizes and encourages units of local government that impose use and occupation taxes to declare a similar tax holiday. Effective immediately.
Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
