Provides that the Act may be referred to as the 2007 Education Reform and Funding Act. Amends the Department of Revenue Law of the Civil Administrative Code of Illinois to make changes concerning sales of tangible personal property conducted over the Internet. Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2007, the education expense credit may not exceed $1,000 (now, $500). Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that 80% of the revenue received from retail sales conducted over the Internet must be deposited into the Common School Fund. Amends the Telecommunications Excise Tax Act. Provides that, beginning July 1, 2007, digital subscriber line services are not considered telecommunications that are subject to the Act. Amends the School Code to make changes concerning the elimination of unfunded mandates, alternative school development grants, an Education Venture Partnership Pool, oversight of school board contracts, performance-based teacher compensation, contracts on a school district's website, special education reimbursement for personnel, the foundation level of support under the State aid formula, a Salary Incentive Program for Hard-to-Staff Schools, the completion of high school graduation requirements, and the limitation on the number of charter schools. Amends the Board of Higher Education Act concerning teacher and principal preparation programs. Effective July 1, 2007.

Amends the Children and Family Services Act. Provides that the Department of Children and Family Services shall work with representatives of voluntary foster care providers and foster parents to determine rates to be paid to foster parents of wards of the State for State fiscal year 2009 that will equitably distribute moneys appropriated to the Department to fund an increase in the cost of care reimbursement rate for foster parents according to a national methodology such as the Foster Care MARC (Minimum Adequate Rates for Children) developed by the Children's Rights/National Foster Parent Association and the University of Maryland School of Social Work. Requires the Department to work with such representatives to establish a methodology for calculating foster caregiver reimbursement rates. Requires the Department to adopt rules for the development and review of the methodology no later than January 1, 2009. Effective July 1, 2008.
Amends the School Code. Makes a technical change in a Section concerning teacher certification.
Creates a committee to review and make recommendations for legislation concerning City of Chicago School District 299 and local school councils for the General Assembly to consider.
Amends the Illinois Municipal Code. Sets forth standing requirements with respect to municipal ordinances concerning the preservation of historic structures. Effective immediately.
Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Provides that on and after July 1, 2008, screening and diagnostic mammography shall be reimbursed under the medical assistance program at the same rate as the Medicare program's rates, including the increased reimbursement for digital mammography. Requires the Department of Healthcare and Family Services to take certain actions in relation to breast cancer screening and treatment, including establishment of bonus payments to mammography facilities meeting certain standards, a rate methodology for certain providers, and a performance goal for primary care providers; also requires the Department to establish a case-management or patient-navigation pilot program. Provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed after the effective date of this amendatory Act must provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions that are generally applicable to coverage for other conditions. Provides that mandatory insurance coverage relating to mammography shall be provided at no cost to the insured and shall not be subject to an annual or lifetime maximum benefit. Makes other changes in relation to mammography coverage, and makes these changes to the Illinois Insurance Code also applicable to the State Employees Group Insurance Act of 1971, the Health Maintenance Organization Act, and other Acts. Sets forth a statement of legislative intent and provides that the bill's provisions may be referred to as the Reducing Breast Cancer Disparities Act. Effective immediately.
Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to 50% of the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.
Amends the Illinois Municipal Code. Provides that the term "redevelopment project cost" does not include costs in a redevelopment project area in which a historic resource is to be demolished, removed, or substantially modified. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. In provisions defining "eligible employment" for the purpose of allowing teachers to return to teaching in subject shortage areas without impairing his or her retirement status or retirement annuity, removes the June 30, 2008 ending date. Includes language exempting the changes from provisions concerning new benefit increases. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
