Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides for the recall of the Governor by petition of the State's electors and for the election of a successor Governor. Effective upon being declared adopted.

Amends the Energy Efficient Commercial Building Act. Changes the short title to the Energy Efficient Building Act. Provides a definition of "building". Applies the Act to residential and commercial buildings (now, all commercial buildings). Provides that the Capital Development Board must adopt the specified energy conservation code as the minimum requirements for commercial buildings and as the minimum and maximum requirements for the construction of residential buildings. Provides that units of local government may not regulate energy efficient building standards for residential buildings in a manner that is either less or more stringent than the standards in the Act. Provides that units of local government may not enact any annexation ordinance or resolution, or require or enter into any annexation agreement, that imposes energy efficiency building standards for residential buildings that are either less or more stringent than the energy efficiency standards in effect throughout the unit of local government. Provides that any unit of local government that has adopted any previously published editions of the International Energy Conservation Code on or before January 1, 2009 may continue to regulate energy efficient building standards under that Code and any supplements the unit of local government has adopted prior to January 1, 2009. Preempts home rule powers. Effective immediately.
Amends the School Code. Requires the State Board of Education to create a task force to study the impact of carrying and transporting student textbooks and textbook weight on the health of Illinois students within the kindergarten through grade 12 school environment and to make recommendations as to any alternatives that may exist or could be created to the standard textbook format. Sets forth what the task force must examine. Requires the task force to submit a final report of its findings and recommendations to the Governor and the General Assembly on or before January 15, 2010. Abolishes the task force and repeals these provisions on January 16, 2010. Effective immediately.
Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Exempts tangible personal property sold to a public-facilities corporation for purposes of constructing or furnishing a municipal convention hall, but only if the legal title to the municipal convention hall is transferred to the municipality without any further consideration by or on behalf of the municipality at the time of the completion of the municipal convention hall or upon the retirement or redemption of any bonds or other debt instruments issued by the public-facilities corporation in connection with the development of the municipal convention hall. Provides that the exemption is not subject to sunset. Effective immediately.
Amends the School Code. Requires school districts to annually submit to the State Board of Education an itemized salary compensation report for every certificated employee in the district, including teachers, administrators, and the district superintendent. Sets forth what the salary compensation report must include. Provides that in a school compensation report, the State Board of Education shall make available to all parents, taxpayers, the Governor, and the General Assembly, every school district's salary compensation report on the State Board's Internet website. Provides that the school compensation report shall be an index of school compensation measured against statewide and local compensations and shall provide information to make prior year comparisons. Provides that the school compensation report shall be prepared by the State Board and provided to school districts by the most efficient, economic, and appropriate means. Effective immediately.
Creates the Veterinary Student Loan Repayment Program Act. Establishes the Veterinary Student Loan Repayment Program to be administered through the University of Illinois. Requires a loan recipient under the Program to enter into a program agreement under which he or she agrees to practice in (i) veterinary practice that is at least 51% devoted to large animal medicine that enhances agricultural animal health and productivity or (ii) regulatory veterinary medicine that supports public health and safety, livestock biosecurity, or food animal disease diagnosis for at least one year for each year in which he or she received a loan. Sets forth penalties for failure to satisfy a program agreement. Requires payments received by the University to be deposited with the University to support the Program. Provides that the University may not enter into any program agreement after July 1, 2019. Effective immediately.
Resolves that the Grand Avenue Underpass in the Village of Franklin Park be renamed the "Jack B. Williams Underpass" in honor of Jack B. Williams and his many accomplishments.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that the governing body of a municipality may elect to allow creditable service for up to 24 months of military service served prior to employment by a municipality, but no credible service shall be allowed for such person for any period that can be used in the computation of a pension or any other pay or benefit, other than pay for active duty. Requires contributions to the fund equal to (i) the employee contributions that would have been required had the service been rendered as a member, plus (ii) an amount determined by the fund to be equal to the employer's normal cost of the benefits accrued for that military service, plus (iii) interest. Provides that the changes apply only to participating employees in service on or after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Makes FY09 appropriations to the State Comptroller for expenses related to court reporting. The sum of $3,633,750 is appropriated for official court reporting. The sum of $760,000 is appropriated for State contributions to the State Employees Retirement System and $356,250 for State contributions to Social Security. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning definitions.
