Amends the School Code. Provides that in order to be eligible for election to a school board (or in Chicago to be eligible for appointment), a person must not be a child sex offender.

Amends the Unified Code of Corrections. Requires the court, at the sentencing hearing of the defendant, to afford certain persons affected by any of the following offenses committed by the defendant an opportunity to make a statement concerning the impact of the offense on the victim and to offer evidence in aggravation or mitigation: Class 4 felony violations of prostitution, soliciting for a prostitute, keeping a place of prostitution, patronizing a prostitute, patronizing a juvenile prostitute, or pimping.
Amends the Elder Abuse and Neglect Act. Extends the responsibilities of the Department on Aging to include education and warning programs about elder abuse in conjunction with other State departments, banks and other financial institutions, and utility companies. Provides that professionals who are mandated reporters who willfully fail to report suspected elder abuse shall be referred to the appropriate professional disciplinary board and that other mandated reporters who willfully fail to report are guilty of a misdemeanor. Extends the period of review by a provider agency of services provided to elders from up to one year to up to 2 years.
Amends the Illinois International Port District Act. Provides that the District may police its property and exercise police powers, may enforce any rule or regulation provided by the ordinances of the District, including regulation of vehicular traffic and commercial maritime traffic, and may employ and commission police officers and other qualified persons. Provides that members of the Illinois International Port District Board shall not be prevented from receiving non-salary benefits of the type received by employees of the District. Effective immediately.
Amends the Disaster Relief Act. Defines "disaster" to include public health emergencies and acts of domestic terrorism. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and amends the Illinois Emergency Management Agency Act. Provides for the Department and the Agency to coordinate with respect to planning for and responding to public health emergencies. Defines "disaster" to include public health emergencies. Defines "public health emergency". Provides that the Governor must deposit transfers and loan proceeds into and make expenditures from the Disaster Relief Fund. Provides for the General Assembly to restore moneys used from other funds to meet disaster needs. Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Beginning with the 2004-2005 academic year, provides that the tuition charged an undergraduate student who is an Illinois resident shall not exceed the amount that the student was charged at the time he or she first enrolled in the university as an Illinois resident if that student enrolled not more than 3 and one-half academic years before.
Creates the Fireworks Displayer Licensing Act. Provides that a person may not engage in the business of publicly displaying fireworks unless licensed by the Office of the State Fire Marshal. Establishes qualifications for licenses, including an appropriate Bureau of Alcohol, Tobacco and Firearms license, general liability insurance of at least $2,000,000, workers' compensation insurance for personnel lighting the fireworks, and other qualifications. Establishes procedures for suspending or revoking licenses for non-compliance with the provisions of the Act. Amends the Illinois Explosives Act to exclude from the definition of explosives fixed ammunition for small arms, safety fuses, matches, fireworks, theatrical pyrotechnics, and model rocket fuel. Amends the Fireworks Use Act to require a licensed pyrotechnic displayer and pyrotechnic operator to handle public displays of fireworks. Effective immediately.
Amends the Illinois Insurance Code. Prohibits an applicant for a policy of automobile insurance from providing a false address. Provides that a violation is a business offense punishable by a fine of not less than $1,000 and not more than $1,200.
Amends the Disabled Persons Rehabilitation Act. Makes a technical change in a Section concerning the powers and duties of the Department of Human Services.
Amends the Criminal Code of 1961. Provides that a person who, while in the course of committing kidnapping against a child under 16 years of age, commits a forcible felony against the child or who commits any of certain enumerated violations of the Code is not eligible for probation. Provides that a person who, while committing one of certain forms of child abduction, commits a forcible felony against the child or commits any of certain enumerated violations of the Code commits a Class 2, non-probationable felony (now Class 4 felony for the first offense and Class 3 felony for a second or subsequent offense).
