VICIOUS-DANGEROUS DOG-PENALTY

Amends the Animal Control Act. Provides that if a dog is found to be a dangerous dog, the dog must be both muzzled and leashed whenever it is upon a street, sidewalk, or other public place or grounds. Includes an owner's house in the definition of "enclosure". Provides that if a vicious dog is impounded, it must be either spayed or neutered within 30 days after the impoundment. Provides that in all cases a vicious dog must be spayed or neutered before being returned to its owner. Provides that the owner is liable for the cost of spaying or neutering. Provides that if the owner of a dangerous dog fails to keep the dog muzzled and leashed as required, and the dog attacks another person unprovoked and inflicts great bodily harm, permanent disfigurement, or permanent physical disability upon another person or causes death of another person, the owner is guilty of a Class A misdemeanor, except that if the owner knowingly failed to maintain or keep the dog muzzled or leashed, the owner is guilty of a Class 4 felony. Provides that if the owner of a dog subject to enclosure (that is, a vicious dog) fails to keep the dog enclosed or as otherwise required by law (instead of simply fails to keep the dog enclosed), and the dog attacks a person unprovoked and inflicts great bodily harm, permanent disfigurement, or permanent physical disability upon another person or causes death of another person, the owner is guilty of a Class A misdemeanor. Effective immediately.

SCH CD-DIABETES SCREENING

Amends the School Code. Requires that a diabetes screening be included in the health examination of an at-risk child. Effective January 1, 2004.

HIGH ED-INCENTIVE ACCESS GRANT

Amends the Higher Education Student Assistance Act. Changes the name of the Illinois Incentive for Access Grant Program to the Silas Purnell Illinois Incentive for Access Grant Program. For these grants, provides that the maximum amount paid per applicant per year is $1,000 for applicants with an expected family contribution of $0 and $500 for applicants with an expected family contribution of $500 or less but more than $0. Requires the Commission to give priority to applicants with an expected family contribution of $0. Effective July 1, 2004.

DAY LABOR-3RD PARTY EMPLOYER

Amends the Day and Temporary Labor Services Act. Provides that third party employers are prohibited from entering into contracts for the employment of day or temporary laborers with any person or entity not registered as a day and temporary labor service agency. Provides that the Department of Labor is authorized to inspect, at all reasonable times, contracts for the employment of all day or temporary laborers entered into by third party employers.

CHILD ABUSE-REPORTING-PENALTY

Amends the Abused and Neglected Child Reporting Act and the Criminal Code of 1961. Provides that a person is guilty of a Class 4 felony (instead of a Class A misdemeanor) if he or she knowingly transmits a false report of child abuse or neglect to DCFS or knowingly and willfully commits another violation of the Abused and Neglected Child Reporting Act's mandated reporting provisions. Provides that a person is guilty of a Class 3 (instead of Class 4) felony for a second or subsequent violation. Effective immediately.

PUBLIC AID-CHILD CARE-INCOME

Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that the Department of Human Services must annually establish income thresholds for determining eligibility for child care benefits. Provides that the thresholds must be no less than 50% of the then-current State median income for each family size, and deletes a provision requiring such a 50% threshold only for FY 1998. Provides that in determining a family's income, the Department must disregard 10% of the family's gross wages and salary.

CHILD CR-PESTICIDE APPLICATION

Amends the Child Care Act of 1969. Provides for notice to the parents and guardians of children before the application of pesticides to a child care facility. Effective January 1, 2004.

PEN CD-MWRD-MILITARY CREDIT

Amends the Metropolitan Water Reclamation District Article of the Illinois Pension Code. Authorizes certain persons to purchase up to 2 years of service credit for certain military service not following employment. Requires payment of an amount representing both employee contributions and the employer's normal cost, plus interest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

FIREARMS-MINORS-FELONY

Amends the Firearm Owners Identification Card Act. Provides that a minor subject to a delinquency petition filed under the Juvenile Court Act of 1987 alleging that the minor is a delinquent minor for the commission of an offense that if committed by an adult would be a felony is ineligible for a Firearm Owner's Identification Card. Provides that the ineligibility continues through adulthood.

PROPTAX-HOUSING OPP ABATEMENT

Amends the Property Tax Code. Provides for a housing opportunity tax abatement program for the purpose of promoting access to housing near work and to alleviate the concentration of low-income households in areas of high poverty. Sets forth application procedures and requirements for obtaining an abatement. Applies in townships meeting certain requirements. Applies to tax years 2004 through 2014. Effective immediately.
