Appropriates $500,000 from the General Revenue Fund to the Department of Healthcare and Family Services for grants to the Gilead Outreach and Referral Center. Effective July 1, 2009.
Amends the Chicago Police Article of the Illinois Pension Code. Provides that credit for certain service other than service under the Article may be granted only to a person who first became a participant in the fund before the effective date of the amendatory Act. Effective immediately.
Appropriates $25,000,000 from the General Revenue Fund to the Capital Development Board for early childhood construction grants to providers of early childhood services for children ages birth to 5 years of age for construction or renovation of early childhood facilities, with priority given to projects located in those communities in this State with the greatest underserved population of young children, as identified by the Capital Development Board, in consultation with the State Board of Education, utilizing census data and other reliable local early childhood service data. Effective July 1, 2009.
Amends the Chicago Police Article of the Illinois Pension Code to increase the multiplier used to calculate the maximum allowable pension tax, from 2.00 to 3.00. Effective immediately.
Amends the Pharmacy Practice Act. Provides that all pharmacies that dispense drugs must maintain at all times a representative assortment of drugs in order to meet the pharmaceutical needs of their patients. Provides that pharmacies have a duty to deliver lawfully prescribed drugs or devices to patients and to distribute drugs and devices approved by the U.S. Food and Drug Administration for restricted distribution by pharmacies, or provide a therapeutically equivalent drug or device in a timely manner. Provides that if after a good faith effort to comply with the Act the lawfully prescribed drug or device is not in stock or the prescription cannot be filled, then the pharmacy shall provide the patient or agent a timely alternative for appropriate therapy which, consistent with customary pharmacy practice, may include obtaining the drug or device. Provides for discipline or other enforcement actions if the pharmacist engages in, or permits, certain acts. Effective immediately.
Amends the Charter Schools Law of the School Code. Provides that the total number of charter schools operating at any one time shall not exceed 200 (instead of 60). Removes the geographical and other limits on the number of charter schools that may operating at any one time. Makes changes concerning attendance boundaries in the City of Chicago. Provides that a charter school entity that can demonstrate to the authorizer that it has a proven track record of performance may be granted a renewal charter that authorizes the operator to open a new campus in accordance with its proposal to establish a charter school. Provides that nothing in certain provisions of the Law is intended to limit an entity from submitting an application to operate an additional charter school pursuant to a new or modified educational model. In the case of a proposal to establish a charter school by converting an existing public school or attendance center to charter school status, makes changes concerning certain evidence that needs to be provided. Effective immediately.
Appropriates $3,500,000 from the General Revenue Fund to the State Board of Education for the Grow Your Own Teacher Education Initiative. Effective July 1, 2010.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides for reasonable visitation between a child and a non-custodial parent through electronic communication such as telephone, e-mail, instant messaging, and other modes of electronic communication. Provides that the court may not use time spent in electronic communication to affect child support, custody, visitation, or removal of a child from the State. Provides for the custodial parent to provide any new e-mail address of the child to the noncustodial parent within 24 hours of the change. Makes other changes concerning electronic communication between a parent and a child and between a grandparent, great-grandparent, or sibling and a child.
