DHFS-CHILD SUPPORT-LIENS

Amends the Determination and Enforcement of Support Responsibility of Relatives Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services may provide by rule for certification to the Department of Health and Human Services of past due support owed under a support order entered in this or any other State on behalf of resident or non-resident persons. Provides that the purpose of certification shall be to effect denial, revocation, restriction, or limitation of passports of responsible relatives owing past due support. Provides that notwithstanding any other State or local law to the contrary, a lien arises by operation of law against the real and personal property of the noncustodial parent for each installment of overdue support owed by the noncustodial parent. Makes similar changes to the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Effective immediately.

CONSERVATION POLICE OPERATIONS

Amends the State Finance Act. Creates the Conservation Police Operations Assistance Fund as a special fund in the State treasury. Provides that the Department of Natural Resources may use moneys in the Fund to support any lawful operations of the Illinois Conservation Police. Amends the Clerks of Courts Act. Provides that a clerk of the circuit court in any county that imposes a fee for automated record keeping shall charge and collect an additional fee in an amount equal to the amount of that fee. Provides that the additional fee shall be paid by the defendant upon a judgment of guilty or grant of supervision for specified offenses. Provides that the additional fee shall be deposited into the Conservation Police Operations Assistance Fund. Effective immediately.

CTNY CD-BOARD OF HEALTH

Amends the Counties Code. Provides that the county health department of specified counties shall be managed by a board of health consisting of 9 members (now, 8 members). Requires that at least one member of the board of health be a chiropractic physician licensed in Illinois. Provides that a board member who is required to be a chiropractic physician may reside outside the county if no chiropractic physician who resides in the county is willing and able to serve on the board. Makes conforming changes. Effective immediately.

INS-CANCER-DRUG-CLINIC TRIAL

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act. Provides that accident and health insurance policies that provide coverage for prescription drugs or cancer chemotherapy treatment must provide coverage for prescribed orally-administered cancer medication used to kill or slow the growth of cancerous cells. Provides that an insurer shall ensure that the financial requirements and treatment limitations for orally-administered cancer medication coverage are no more restrictive than the requirements and limitations applied to intravenously administered cancer medications. Provides that accident and health insurance policies shall provide coverage to a qualified individual for participation in a qualified clinical cancer trial. Provides that an insurer shall not deny, limit, or impose additional conditions on the coverage of routine patient costs. Provides that the payment rate shall be at the agreed rate for covered items and services provided by a participating provider and at the usual and customary rate for covered items and services provided by a nonparticipating provider. Makes other changes. Contains a nonacceleration clause. Effective immediately.

PEN CD-ART 1-FIDUCIARIES

Amends the Illinois Pension Code. Requires that every retirement system, pension fund or other system or fund established under the Code indemnify and protect the trustees, staff, and consultants against all damage claims and suits when damages are sought for negligent or wrongful acts alleged to have been committed in the scope of employment or under the direction of the trustees (indemnification was discretionary). Provides that a retirement system's, pension fund's, or investment board's goals for the management of assets in specific asset classes by emerging investment managers shall be based on the percentage of total dollar amount of assets to be managed for investment service contracts (rather than the percentage of total dollar amount of investment service contracts) let to minority owned businesses, female owned businesses, and businesses owned by a person with a disability. In provisions concerning prohibition on gifts, provides that solicitation or acceptance of costs associated with educational purposes is not prohibited. Effective immediately.

DEBT RELIEF CONSUMER PRO ACT

Amends the Debt Management Service Act and renames the Act to the Debt Relief and Consumer Protection Act, including all cross-references in various other Acts. Changes the requirements for a license to include someone who operates a debt relief service (instead of debt management service). Changes the requirements concerning the (1) application for, (2) qualification for, (3) examination of, (4) renewal of, (5) fees for, and (6) revocation or suspension of a license from the Department of Financial and Professional Regulation. Changes provisions concerning the display and location of a license. Adds provisions concerning a written debt relief agreement between a debtor and licensee. Adds (1) disclosure requirements, (2) required terms, (3) accounting, and (4) the debtor's right to cancel with respect to debt relief services. Changes provisions concerning prohibited actions by a licensee. Adds provisions concerning the advertisement and solicitation of debt relief services. Requires the Department to post an annual report concerning debt relief agencies. Makes other changes. Effective immediately.

CAPITAL DEVELOPMENT BOARD

Amends the Capital Development Board Act. Requires the Capital Development Board to conduct a study concerning the use of a quantitatively based metric and standard process to assess the quality of the design and construction process used to renovate and construct public buildings. Provides that the Board shall report its recommendations and findings to the General Assembly as soon as possible.
