Creates the Abusive Work Environment Act. Provides findings and purposes of the Act; definitions; unlawful employment practices, including abusive work environment and retaliation; employer liability and affirmative defense; employee liability and affirmative defense; relief; procedures and limitations; effect of the Act on other legal relationships; and other matters.

Amends the School Code. Provides that teachers' institutes for Chicago school district personnel shall include instruction on prevalent student chronic health conditions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, Voluntary Health Services Plans Act, and Illinois Public Aid Code. Provides that accident and health insurance policies and managed care plans must provide coverage for A1C testing, also known as glycosylated hemoglobin testing, no less than 4 times each calendar year for insureds who are over 40 years of age or who have a body mass index greater than 25. Effective immediately.
Amends the Illinois Income Tax Act. Provides that a taxpayer who claims a child as a dependent for income tax purposes must indicate on the standard Illinois income tax form whether each of the taxpayer's dependent children has health care coverage. Provides that, if the taxpayer indicates that a dependent child does not have health care coverage, and the taxpayer meets the income eligibility standards for Medicaid, KidCare, or the Covering ALL KIDS Health Insurance Program, then the State Comptroller shall notify the taxpayer that the child may qualify for one or more of those programs. Effective immediately.
Amends the Criminal Code of 1961 concerning the offense of reckless conduct. Provides that the offense is also committed when a person who, while operating a motor vehicle, causes bodily harm to or endangers the bodily safety of a vulnerable user of the public way if he or she performs recklessly the acts that cause the harm or endanger safety, whether they otherwise are lawful or unlawful. Provides that the penalty is a Class A misdemeanor. If the person causes great bodily harm or permanent disability or disfigurement to a vulnerable user of the public way, the penalty is a Class 4 felony. Provides that the fine for the first offense in either case shall not exceed $10,000. Defines "vulnerable user of the public way" as any of the following persons who are lawfully present on the roadway or shoulder of a public way: (1) pedestrians, (2) highway workers, (3) persons engaged in equine activities, (4) persons operating a farm tractor or other implement of husbandry, or (5) persons operating or using a motorcycle, bicycle, scooter, skateboard, roller skates, or in-line skates. Effective immediately.
Urges the U.S. Food and Drug Administration to expedite its current review of the safety of bisphenol A in products that contact food and to take appropriate action based on its findings.
Amends various Acts to abolish the death penalty. Provides that on or after the effective date of this amendatory Act no person may be executed. Requires resentencing of those already sentenced to death. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the extension limitation may not be less than 1%. Effective immediately.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. With respect to investigations of reports of suspected abuse or neglect of residents of mental health and developmental disabilities institutions under the jurisdiction of the Department of Human Services, provides that a copy of a final investigative report that includes a substantiated finding of abuse, neglect, or financial exploitation shall not be distributed by the Department of Public Health to the Department of Financial and Professional Regulation until all reconsideration and appeals processes have been exhausted. Effective immediately.
Amends the Department of Public Health Powers and Duties Law. With respect to the Task Force on Chronic Disease and Health Promotion: (i) removes the deadline for convening the Task Force; (ii) designates as chair the Public Health Advocate, appointed by the Governor and added to the Task Force (now, the Director of Public Health); and (iii) requires the Task Force to report its recommendations to the General Assembly and the Director of Public Health by December 31, 2010 (now, report to the Director of Public Health by July 1, 2010). Effective immediately.
