Amends various Acts relating to the governance of public universities in Illinois to provide that beginning with the 2013-2014 academic year, if a person is utilizing benefits under the federal Post-9/11 Veterans Educational Assistance Act of 2008 or any subsequent variation of that Act, then the corresponding Board of Trustees shall deem that person an Illinois resident for tuition purposes. Amends the Public Community College Act to provide that beginning with the 2013-2014 academic year, if a person is utilizing benefits under the federal Post-9/11 Veterans Educational Assistance Act of 2008 or any subsequent variation of that Act, then the board of trustees of the community college district shall deem that person an in-district resident and Illinois resident for tuition purposes. Effective immediately.

Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Children with Disabilities Article of the School Code. Allows an elementary school district with a student population of no more than 200 to enter into an intergovernmental agreement with an elementary school district with a student population of at least 5,200 for the delivery of any or all special education services if the 2 elementary districts have an adjacent boundary. Sets forth employment and reimbursement provisions and what the agreement must include. Provides that no more than 2 school districts may be a party to such an agreement at any one time, and no school district may have in effect at any one time more than one such agreement. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Designates the portion of Interstate 80 between Illinois Route 57 and Interstate 355 as the Vietnam Veterans Memorial Parkway.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Line of Duty Compensation Act. Provides that, with respect to a law enforcement officer, an injury in the active performance of duty includes a self-inflicted injury when a mental health professional establishes that the injury was a result of the officer's active duty service. Effective immediately.
Amends the Judicial Vacancies Act. Makes a technical change in a Section concerning severability.
Appropriates $20,000,000 from the General Revenue Fund to the Illinois Finance Authority for the purpose of establishing an account that will be locally held by the Illinois Finance Authority and used to administer the Emerald Ash Borer Revolving Loan Program. Effective July 1, 2014.
Amends the Video Gaming Act. Makes a technical change in a Section concerning the short title.
