Amends the State Universities Article of the Illinois Pension Code. Changes the definition of "effective rate of interest" for a fiscal year to the interest rate of 30-year United States Treasury bonds as of the beginning of that fiscal year, plus 75 basis points. Defines "Tier 1" and "Tier 3" participants and creates a new Tier 3 benefit program, applicable to all new participants and to Tier 2 participants who elect to participate, consisting of both a Tier 3 defined contribution component and a Tier 3 defined benefit component. Excludes Tier 3 participants from the portable benefit package and the self-managed plan. Imposes an additional contribution on Tier 1 participants, which increases incrementally until it reaches 2.0% of earnings; excludes these contributions from being considered under the Rule 2 money-purchase formula. Reduces the automatic annual increase in retirement annuity for Tier 1 participants to one-half of the annual unadjusted percentage increase in the consumer price index-u; increases the automatic annual increase in retirement annuity for Tier 3 participants over the Tier 2 level by compounding the increases and removing the 3% annual maximum. Adds 2 additional members to the Board of Trustees, to be appointed by the Governor with the advice and consent of the Senate. Also, beginning in 2015, converts 2 of the elected active participant positions on the Board into active participant positions appointed by the Governor. Includes a new benefit increase exemption. Also makes technical and conforming changes. Amends the State Mandates Act to require implementation without reimbursement. Contains a severability provision. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In a provision concerning utilization management controls and prior approval on specialty drugs, provides that for drugs for the treatment of AIDS or severe mental illness (rather than for the treatment of AIDS), the Department of Healthcare and Family Services shall take into consideration the potential for non-adherence by certain populations, and shall develop protocols with organizations or providers primarily serving those with HIV/AIDS or those with severe mental illness (rather than those with HIV/AIDS), as long as such measures intend to maintain cost neutrality with other utilization management controls such as prior approval. In a provision concerning limitations on prescription drugs, provides that antipsychotic drugs used to treat severe mental illness shall not be subject to prior approval as a result of the 4-prescription limit and shall not count toward the monthly prescription limit when used for the following mental disorders: post-traumatic stress disorder, schizophrenia, schizoaffective disorder, bipolar disorder, or panic disorder. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning uniformity of taxes.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Procurement Code. Makes a technical change in a Section regarding application of the Code.
Amends the Illinois Vehicle Code. Provides that to become a certified School Bus Safety Inspector a person must meet certain training and testing requirements. Provides that to maintain certification, a School Bus Safety Inspector must attend a minimum 2-day school bus inspection training program conducted by a certified school bus inspection trainer at least once a year and provide verification of attendance to the Department of Transportation. Provides that School Bus Safety Inspectors shall renew their certification every 5 years.
Amends the Lobbyist Registration Act. Provides that the term "official" includes members of any board, commission, authority, or task force of the State authorized or created by State law or by executive order of the Governor and having the authority to make binding recommendations or determinations. Requires the Secretary of State to publish and maintain a list of each board, commission, authority, or task force that has the authority to make binding recommendations or determinations and to make this list available on the Secretary of State's website. Provides that the Secretary of State may display the picture of the registrant along with information about the registrant on the Secretary of State's website and may use the picture to produce a photo identification card for the registrant. Provides that for registrations on and after January 1, 2015, every natural person and every entity required to register shall annually renew his, her, or its registration during the period commencing on December 1st of the preceding year and ending on January 15th of the applicable registration year. Deletes provisions regarding reporting requirements for the years 2010 and 2011. Amends the Illinois Vehicle Code. Permits disclosure of certain photographs and signatures to officers and employees of the Secretary of State who require access to the stored images for purposes of issuing lobbyist identification cards to a list of persons. Effective immediately.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois and the Toll Highway Act. Provides that if the Department of Transportation or the Toll Highway Authority employ video surveillance or recording devices along any stretch of highway under their respective jurisdictions, they shall, as requested for the purpose of facilitating emergency responses, provide access to the recordings or live footage to operators of emergency dispatch services.
Amends the Veterans' Employment Act. Makes a technical change in a Section concerning the short title.
