Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 16, 1986 by the City of Oak Forest must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that, subject to appropriation, the Department of Children and Family Services shall implement a project in 3 separate geographical areas of the State for the operation of 3 CILA homes for adolescents diagnosed with autism. Requires that a single service provider operate all 3 homes and have on its staff a behavior therapist. Effective July 1, 2007.
Amends the Metropolitan Water Reclamation District Act. In a Section containing definitions, provides that the term "construction purposes" includes water quality improvement projects. Provides that the District may issue bonds for the purpose of replacing, remodeling, completing, altering, constructing and enlarging water quality improvement projects. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the University of Illinois Hospital Act, and the Hospital Licensing Act. Requires the Department of Public Health to perform certain functions in relation to the prevention and control of Multidrug-Resistant Organisms (MDROs). In particular, requires the Department to: (1) adopt rules for all health care facilities subject to licensure, certification, registration, or other regulation by the Department requiring compliance with the 2006 recommendations of the U.S. Centers for Disease Control and Prevention for the prevention and control of MDROs; (2) conduct a public information campaign for health care providers not subject to regulation by the Department; (3) create and administer a training program for health care providers; and (4) recommend and approve tests or testing procedures used in determining, preventing, and controlling MDRO infection. Requires hospitals (including the University of Illinois Hospital) and Department of Human Services mental health and developmental disability facilities to implement comprehensive interventions and routine testing procedures. Effective immediately.
Amends the Code of Civil Procedure. Provides that, in a case of foreclosure where the tenant is current on his or her rent, any order of possession must allow the tenant to retain possession of the property covered in his or her rental agreement (i) for 120 days following the notice of the hearing on the supplemental petition that has been properly served upon the tenant, or (ii) through the duration of his or her lease, whichever is shorter. Provides that the exception for continued possession by the tenant only applies if the tenant continues to pay his or her rent in full during the 120-day period.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the offense of pandering.
Resolves that the Board of Higher Education undertake a master plan for Illinois higher education through the creation of a Task Force on Higher Education and the Economy to study the challenges and opportunities facing higher education, the State's workforce needs, demographic trends, and higher education funding and student financial aid.
Urges the Division of Insurance of the Department of Financial and Professional Regulation and the Department of Human Services, in consultation with insurance companies, support groups for children in need of habilitative services, and medical practitioners specializing in the care of children to investigate: (1) the insurance treatment for habilitative services by insurance companies doing business in Illinois; and (2) the potential costs to premium holders by mandating the coverage of habilitative care, and also the cost savings of such a mandate, both societal and as an impact upon reducing costs to the Covering ALL KIDS Health Insurance Program.
Amends the Metropolitan Water Reclamation District Act. Enlarges the Metropolitan Water Reclamation District to include the Crawford Countryside Sanitary District. Effective immediately.
