Appropriates the amount of $42,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for the loan of secular textbooks listed for use by the State Board of Education free of charge to any student in the State who is enrolled in grades kindergarten through 12 at a public school or at a school other than a public school which is in compliance with the compulsory attendance laws of the State and Title VI of the Civil Rights Act of 1964. Effective July 1, 2011.

Amends the Illinois Income Tax Act. Creates a credit equal to a percentage of the cost of mechanical insulation property placed in service in the State during the taxable year. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that beginning on January 1, 2012 and until January 1, 2017, the salaries of county board members and municipal officers may be diminished. Further provides that a county board member or a municipal officer may take up to 4 furlough days per calendar year, and the county or municipal treasurer, whichever is applicable, shall deduct the equivalent of 1/365th of the annual salary of each member or officer from the compensation of that member or officer once per quarter. Provides that the funds from the furlough days shall be transferred by the treasurer to the general fund of the county or municipality. Effective January 1, 2012.
Amends the Counties Code. Makes a technical change in a Section concerning boundaries.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board.

Amends the Metropolitan Water Reclamation District Act. Authorizes the Metropolitan Water Reclamation District to enter into "design-build" contracts. Defines "design-build". Specifies the solicitation process for design-build proposals. Sets forth the requirements for the award of design-build contracts. Provides that the Metropolitan Water Reclamation District must use a 2-phase procedure for the selection of the successful design-build entity for projects where the budgeted construction cost is over $12,000,000.
Amends the Code of Civil Procedure. Makes a technical change in a Section regarding the short title of the Article concerning mortgage foreclosures.
Amends the Counties Code. Makes a technical change in a Section concerning board meetings.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
