SUPPORTS US EPA-CLEAN AIR ACT

PROP TX-RECAPTURE LEVY

Amends the Property Tax Code. Authorizes taxing districts to adopt a levy, without referendum approval, to recapture revenue lost by certain refunds. Exempts the recapture levy from the definition of "aggregate extension" in the Property Tax Extension Limitation Law. Allows a taxpayer who has received a refund to have a portion of the refund amount included in the extension of the district's recapture levy against his or her property abated. Effective immediately.

FIREWORKS-CONSUMER PERMIT

Amends the Fireworks Use Act. Provides that, after January 1, 2012, all commercial advertising for consumer fireworks must bear a specified warning. Requires warnings in various media to meet specific requirements. Provides a $1,000 per-day fine for violations. Authorizes the Attorney General to seek injunctive relief and to impose and collect civil penalties. Defines "advertiser" and "advertising mediums".

LIBRARIES-ISSUANCE OF BONDS

Amends the Public Library District Act of 1991. Requires that only bonds and notes with an aggregate outstanding unpaid principal balance that exceeds 0.575% of the total assessed valuation of all taxable property in the library district must be approved by a majority of the voters of the district. Provides that a referendum is not required for bonds issued to refund any judgment indebtedness, including any unpaid public benefits and amounts assessed against any library district. Effective immediately.

COM COL-CONTRACT BID-GIFT

Amends the Public Community College Act. Provides that the provisions of a Section requiring the award of a contract to the lowest responsible bidder do not prevent a community college from complying with the terms and conditions of a grant, gift, or bequest that calls for the procurement of a particular good or service or the use of a particular contractor, provided that the grant, gift, or bequest provides the majority funding for the contract. Effective immediately.

INS CD-WORKERS COMP RATES

Amends the Illinois Insurance Code. Provides that with respect an employer, the amount charged to the insured for workers' compensation and employers' liability insurance shall be based upon hours worked by employees in specific job categories or classifications, not the wages or salaries paid to the employees.
